Duties

  • Responsible for the total assigned budget program.
  • Reviews and analyzes budget submissions including budgetary goals, timetable, milestones, and criteria for assisting program cost-effectiveness.
  • Briefs on the recommendations and negotiates their decision into a consolidated organization budget for submission to agency levels.
  • Receives approved fund targets for assigned accounts.
  • Resolves complex issues in coordination with senior leadership and customers.
  • Develops narrative justification statements and presentation material for budget submissions and reprogramming requests.
  • Analyzes program and budgetary guidance.
  • Plans, develops, implements, and maintains budget/financial systems.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • The incumbent must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
  • This is a Drug Testing Designated Position. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R.
  • Must pass urinalysis testing, as required, prior to appointment, reassignment, or transfer and periodically thereafter.
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 20% of the time.
  • The incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • This is a FINANCIAL MANAGEMENT Level 3 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F. Incumbent will need FMC Level 3 certification.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450 upon entering the position and annually in accordance with DoD Directive 5500-7-R, Joint Ethics regulation, dated 17-Nov-2011.

To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by budgeting and executing funds required for programs; allocating funds to individual division or functional projects; monitoring and reviewing obligations and expenditures; and serving as a financial consultant to management.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualifications requirement using experience alone--no substitution of education for experience is permitted.

  • In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level: 1) Foundational qualification requirements within 9 months, 2) Resident qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap).
