An employee in this class provides professional and technical support for all phases of emergency management and is responsible for responding to emergency and disaster situations. Employee must be able to make decisions, promptly and accurately while using sound judgement and best practices. The individual in this position performs intermediate technical work assisting in the developing and maintaining of operational plans for emergency or disaster situations, and for SARA Title III hazardous materials programs. Employee assists in preparing and delivering public education to enhance awareness with residents, local organizations, businesses and industries. Consults with nursing homes, hospitals, schools and others on effective response and recovery plans. The employee is expected to maintain proper records and maintenance of assets, equipment and supplies. This position requires the employee to work collaboratively to design and lead training sessions and exercises. Work subjects the employee to inside and outside environmental conditions, extreme temperatures, noise, vibration, hazards associated with emergency management work, fumes, chemicals, dusts, odors, gases, and oils. Duties may also expose the employee to human body fluids during emergency and disaster coordination situations and thus the work is subject to the OSHA requirements on bloodborne pathogens. Work is performed under the supervision of the Assistant Emergency Management Coordinator.
  • Perform emergency management response functions in the areas of hazardous materials incidents, and natural and man made disasters.
  • Conduct preventative maintenance and repairs to ensure the readiness of various emergency equipment and trailers. 
  • Maintain specialized equipment and emergency supplies to ensure immediate activation and deployment capability. 
  • Deliver training and preparedness programs to strengthen individual and community preparedness.
  • Conduct and evaluate emergency preparedness training, drills, and exercises. 
  • Prepare after action reports and assist with the implementation of corrective actions.
  • Actively works to ensure operational readiness and serves as a key representative during EOC activations.
  • Serve as an EM on call representative to respond to emergencies during evening and weekend hours.
  • Maintain records pertaining to incidents.
  • Assist with SARA Title III Program for hazardous materials.
  • Serve as a certified PART 107 pilot within the emergency management drone program.

Additional Duties:
  • Performs related duties as required
  • Thorough knowledge of the practices, procedures, standards and regulations regarding emergency management coordination at a local level. 
  • Considerable knowledge of the geographical layout of the County and all municipalities. 
  • Knowledge of current literature, trends and developments in the field of emergency management. 
  • Ability to communicate effectively in oral and written forms. 
  • Ability to react quickly, effectively, and professionally in emergency situations and major disasters. 
  • Ability to use sound judgment and determine best options and to make critical decisions in adverse situations. 
  • Ability to interpret, explain and apply laws, policies, procedures and regulations during specific emergency situations and in daily operations. 
  • Understanding of ICS fundamentals and departmental structure and chain of command. 
  • Ability to establish and maintain respectful, credible and effective working relationships with emergency agencies and personnel, volunteer emergency organizations, public officials at the local, state, and federal levels, business and community leaders and organizations, other department heads, superiors and employees.

Physical Requirements:
  • Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, lifting, fingering, grasping, talking and hearing.
  • Must be able to perform light work exerting up to 100 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
  • Must possess the visual acuity to prepare and analyze data, for extensive reading and work with figures; to operate a computer, to use measuring devices, to operate a motor vehicle; and to determine accuracy and neatness of work.
  • Associate or Bachelors degree in Emergency Management, Fire Science, Public Administration, Business Administration or related field.
  • Two years experience in emergency services
  • Or equivalent education and/or experience
Special Requirements:
  • Valid NC driver's license
  • Federal Aviation Administration Part 107 License (or obtained within 6 months of hire)

Salary : $56,760 - $96,492
