JOB DESCRIPTION
POSITION: Project Manager
LOCATION: Facility Services
SALARY: Grade 84
TERM: 12 Months
REPORTS TO: Chief of Facilities and Capital Projects
JOB GOAL: Performs a variety of supervisory and administrative tasks to direct the capital projects in the district.
QUALIFICATIONS AND ATTRIBUTES:
- At least five (5) or more years of experience in capital projects management or related field.
- Strong organizational skills and overall knowledge of all aspects of the system. Strong collaboration, planning and communication skills.
- Thorough knowledge of the principles and practices of school capital projects and engineering.
- Considerable knowledge of the ethical guidelines applicable to the position as outlined by professional organizations and/or federal, state and local laws, rules and regulations.
- Thorough knowledge of the school system's organization and operational policies and procedures.
- Experience in preparing proposals, budgeting, and money management related to capital projects management.
- Excellent interpersonal and communication skills utilizing tact and diplomacy.
- Ability to work on multiple tasks, set priorities, and meet deadlines with minimum supervision.
- Thorough knowledge of building codes, state and federal guidelines and other regulations related to capital projects.
- Ability to plan budgets, accounts and expenses for capital projects and departmental needs.
- Thorough knowledge of public bidding guidelines and regulations.
- Substantial knowledge of building practices, materials and mechanical and structural systems.
- Ability to read and interpret blueprints for buildings and building systems.
- Ability to effectively present ideas and information to small and large groups.
- Ability to manage multiple projects, large and small at the same time.
KNOWLEDGE AND ATTRIBUTES:
- Experience in construction administration including various project delivery methods, preparing scopes of work, soliciting requests for proposals and qualifications, estimates, bidding, writing contracts, and overseeing projects through to a successful completion. Strong organizational, collaborative, and communication skills, in order to work on and keep up with multiple projects to meet deadlines and ensure successful implementation to completion.
- Demonstrated understanding of local government budgets, bidding procedures and processes, contract administration, and statutory compliance.
- Knowledge and expertise in all building types, structures, finishes, and systems. Knowledge and expertise of mechanical systems, life safety, and automated building control systems preferred.
- Knowledge of building, fire, and life safety codes and equipment.
- Knowledge of OSHA regulations, fire, life safety, and building codes.
- Ability to negotiate with tact and professionalism to ensure maximum value for expenditures and resolution of contract issues.
- Knowledge of computers and computer programs necessary to complete the duties of the position.

- Must be able to communicate effectively orally and in writing and establish working relationships with all school personnel, public officials, and contract vendors in order to meet the department's goals.
DUTIES AND RESPONSIBILITIES:
- A Senior Project Manager for Capital Projects in a school system is responsible for overseeing the planning, execution, and completion of large-scale and small scale building projects, such as new school construction or renovations, ensuring they are on time, within budget, and meet quality standards. This role involves managing budgets, coordinating with architects and contractors, and ensuring compliance with regulations.
- Supervise the overall effectiveness of the department’s programs and ensures all are implemented within federal, state, and local regulations.
- Work in conjunction with architects, engineers and contractors to ensure effective completion of Capital projects projects.
- Conduct personnel administration duties for appropriate staff, including hiring, evaluating performance appraisals, assigning special duties, monitoring attendance and travel reports, and granting leave.
- Prepares budgets for capital projects; coordinates with other departments or agencies to ensure maximum services; monitors expenditures of approved budget.

PHYSICAL REQUIREMENTS:
- Must be able to physically perform the basic life operational functions of fingering, grasping, kneeling, sitting, walking, stooping, reaching, lifting, pushing, talking, seeing, hearing, and repetitive motion.
- Must be able to communicate orally and in writing with parents, staff, and community members.
- Must possess a valid NC driver’s license.
- Ability to establish and maintain effective working relationships with parents, teachers, students, administrators, community leaders, agency representatives and others.
- Must be adaptable to performing under stress and when confronted with emergency situations.
- Ability to supervise and coordinate a variety of staff programs and activities.
