Description
An employee in this class primarily performs clerical duties of a bookkeeping or accounting nature in processing the account receivables and payables for the Johnston Regional Airport. This work involves data entry of accounting information, the receipt, verification, and recording of documents received by the department, some report generation, and working with various fiscal documents.
Work assignments are performed in compliance with established Local Government Commission (LGC) policies and using established industry best bookkeeping and accounting procedures. Performs bookkeeping and accounting duties with the QuickBooks Online software system and in compliance with the Johnston County finance department's policies and procedures. Secondary responsibilities include customer service representative (CSR) as well as marketing and sales duties. Excellent customer communication and problem-solving skills are a requirement. Independent judgment is necessary in selecting and applying appropriate procedures and relying upon a variety of manuals. Work is performed under general supervision and is evaluated daily through observation, work completion, reports, and conferences.

Duties and Responsibilities
- Checks invoices for codes, signatures, purchase orders, and fixed assets forms; assigns vendors codes and numbers; distributes invoices to departments for
approval. - Enters invoices, fixed assets, and purchase orders in the automated system; changes fixed assets in the system; does daily, weekly, monthly and year-end
close outs for all sales items. - Runs checks and purchase orders on the automated system.
- Separates purchase orders and distributes to departments.
- Separates checks, attaches invoices with checks, and gets checks ready for mailing.
- Communicates with vendors on invoices and checks.
- Stops payments on checks.
- Assists departments with problems on entering invoices or purchase orders.
Knowledge, Skills and Abilities
- Working knowledge of accounting processes and procedures.
- Working knowledge of governmental bookkeeping practices and procedures.
- Working knowledge of modern office practices and procedures.
- Ability to understand and apply policies and procedures to the maintenance of financial records and reports.
- Ability to use calculating and adding machines, and automated equipment for the maintenance of accounting records.
- Ability to verify accounting documents and forms for accuracy and completeness.
- Ability to communicate in both oral and written forms.
- Ability to establish and maintain effective working relationships with department managers, employees, customers and the general public.
Additional Duties
- Receive telephone calls and visitors, take messages, and answer questions for the Airport.
- Customer Service Representative (CSR) functions including, but not limited to:
- Direct sales of all airport products and services
- Managing reservations for aircraft parking, meeting spaces, fuel sales, rental cars and lodging
- Acting as the airport's direct representative in communication with all employees, customers, tenants and the general public
- Marketing and sales functions including, but not limited to:
- Direct marketing and internet marketing for all airport products and services with an emphasis upon aircraft tie-downs, hangars and office spaces
- Fulfillment of rental agreements for aircraft tie-downs, hangars and office spaces
- Drafting rental agreements and contracts
- Perform related duties as required.
Physical Requirements
- Must be able to perform the basic life operational skills of finger manipulation of basic office tools and appliances, talking, hearing, and repetitive motions.
- Must be able to perform sedentary work, exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to move objects.
- Must possess the visual acuity to prepare and analyze data and figures, to perform accounting tasks, and to operate a computer terminal.
Desired Education and Experience
- Graduation from high school
- Completion of formal training courses in bookkeeping, accounting and financial management
- Experience in the following areas:
- A bookkeeping, accounting or financial management office environment
- Relevant duties performed in a local government accounting or finance office
- Bookkeeping or accounting using QuickBooks Online software
- Customer-service
- Marketing and sales.
