Johnson County Mental Health Center Administration is looking to fill the position of Behavioral Health Data Scientist. Under limited supervision, this position performs the full range of professional data management and data analysis duties required to support business units within the Mental Health Department. This position will interpret customer needs and requirements by leading cross-functional teams then quantifies results and trends, and translates concepts into practice; as well as data into meaningful information. This position is also responsible for the successful activities of major significance by assisting in establishing and administering centralized projects that touch multiple divisions within Mental Health; completed work is reviewed from a relatively long-term perspective for desired results. This position will remain open until filled. 

 

Additional duties include:

  • Meets with staff members to discuss the duties and functions of teams within Mental Health; prepare advanced data and statistical analysis using Design of Experiment and other analytical techniques to determine statistically significant outcomes for clinical programs; apply statistical methodology to complex data sets, perform statistical analysis, prepare visual documents such as graphs, charts, electronic dashboards, etc., and draft reports for use by senior and executive level staff; present data and findings to stakeholder groups including the Mental Health Advisory Board, internal county departments, the Board of County Commissioners, and community groups; evaluate processes and programs for areas of improved efficiency using statistical analysis and Lean Six Sigma principles to reduce waste and eliminate variation of processes; identify complex problems and reviews related information to develop and evaluate options and implement solutions; explains information and how it can be used; leads customer needs assessment, including evaluation of meeting quality standards for services and customer satisfaction; analyze business forms, reports, processes, practices, and procedures; gathers and documents business data, information, physical, and analytics requirements; develops structured diagrams, including data flow, life cycle, hierarchy, entity/relationships.
  • Perform advanced statistical analysis of clinical services to determine effects of services on clients; performs randomized control trials to determine treatment options for clients; analyze treatment protocols to evaluate effectiveness and work with clinical staff to implement changes as needed.
  • Serve as the department leader for performance measurements systems; serve as a member of the County's Data Analytics User Group representing Mental Health; choose appropriate metrics to evaluate the effectiveness of projects and reports findings to key stakeholders; demonstrates technical aptitude using statistical and process management software such as SAS Python or R; conducts workshops regarding study findings and recommendations; assist in strategic planning meetings for various levels of the leadership team and business units; prepares comprehensive recommendations and reports aimed at resolution of management and employee utilization problems and/or opportunities.
  • Builds strategy and sustainability plans for programs, initiatives, projects and services to improve organizational performance; develops and implements a set of actionable and targeted initiative plans; including communication plan, timeline, training plan, and resistance management plan, to help ensure success and sustainment of the initiative; ensures that project challenges are adequately addressed and resolved; identifies resistance and performance gaps and works to develop and implement proactive countermeasures.
  • Performs highly complex tasks associated with projects, studies, and initiatives; tracks progress of assigned projects; schedules events, programs, and activities, as well as the work of others; develops specific goals and plans to prioritize, organize, and accomplish work; advises management at all levels on complex operational, organizational, and resource problems; leads or coordinates the development of technical priorities, schedules, and budgets; considers the relative costs and benefits of potential actions.
  • Train clinical and operations staff on basic data analysis techniques and how to interpret data for use in a management setting; explain process improvement methods and processes to staff in the evaluation of clinical programs; Encourages and builds mutual trust, respect, and cooperation among team members; provides guidance and expertise to management and others on technical, systems, or process-related topics; leads and/or trains analytical procedures to others.

 

Master's Level degree in applied statistics and analytics, biostatistics, data science, applied mathematics, or related field including courses in linear algebra, calculus, statistics, and data analysis; Five (5) years of professional experience as a data scientist, statistician, or related occupation with experience using statistical or other data analysis software; applying principles and methods to define features, physical characteristics, locations, interrelationships, and distribution of data; functional testing; reporting; and spatial, performance and/or statistical analysis in an academic, data administration, or business data analytics environment that involves using data modeling, database consolidation, ad hoc query, or business intelligence tools, relational databases, metadata, XML schema design, and/or taxonomy; and a valid driver's license with an acceptable driving record required. 

 

Doctorate in applied statistics and analytics, biostatistics, data science, bio mathematics, or related field including courses in linear algebra, calculus, differential equations, design of experiment, and mathematical modeling and three (3) years of professional experience working as a data scientist, statistician or related occupation in the field of behavioral or physical healthcare preferred.

 

Johnson County Government requires reference/background screening for all positions.  Specified criteria may vary by Department/Agency.
