We are seeking a Program Operations Manager to help us execute the National Security Analysis Department’s multidisciplinary portfolio of projects. You’ll be joining a dedicated and enthusiastic team of business professionals that provide operational expertise across all phases of the project life cycle. As a member of this group, you will play an active role on our project teams by identifying and addressing issues that require collaboration across programmatic, technical, and operational disciplines, as well as supporting the team’s sponsor engagement efforts.

As a Program Operations Manager, you will…

  • Provide operational and organizational management of a project from proposal to closeout; monitor landmarks and ensure on-time delivery of contract deliverables; aid in the development of best practices to ensure project deadlines and sponsor requirements are satisfied.
  • Work closely with project leads to collate program information into reports, presentations, briefs, and other deliverables.
  • Assist program management and technical contributors with the protection of classified program information per applicable government requirements.
  • Plan, coordinate, and support meetings and conferences/seminars for both internal and external participants and sponsors.
  • Collaborate with sponsors and their representatives to collect presentation information, ensure clearances are prepared, coordinate scheduling, reservations and all other logistics, and attend meetings to prepare summary and note action items.
  • Work with other JHU/APL organizations (security, quality, communications, procurement, contracts, etc.) to coordinate various levels of support and ensure successful project execution.

Qualifications

You meet our minimum qualifications for the job if you...

  • Possess a Bachelor’s degree in a business, technical, or related field, or equivalent experience.
  • Have at least five years of demonstrated experience in administrative or technical support positions.
  • Have experience managing documentation, logistics, compliance processes, and stakeholder coordination.
  • Are proficient with project management and collaboration tools such as SharePoint, Box, Slack and Microsoft Office Suite.
  • Are willing and able to work on dynamic projects, have the ability to prioritize numerous concurrent tasks in a dynamic environment, and work occasional extended hours or travel as needed.
  • Hold an active Secret security clearance and can ultimately obtain TS/SCI level clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

  • Have experience with contracts, subcontract management and/or developing proposals.
  • Experience handling classified documentation and working within secure environments.
  • Have a technical or engineering background or equivalent experience.
  • Are a strong communicator who ensures alignment across teams and stakeholders.
  • Are highly organized and detail-oriented, with the ability to manage multiple priorities effectively.
  • Are proactive and initiative-driven, with the ability to anticipate needs and solving problems independently.
  • Are adaptable and flexible within a dynamic, fast-paced environment.
  • Are a collaborative team player who contributes to a positive and mission-focused work culture.
  • Possess a TS/SCI level security clearance.

The referenced pay range is based on JHU APL’s good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. APL provides eligible staff with a comprehensive benefits package including retirement plans, paid time off, medical, dental, vision, life insurance, short-term disability, long-term disability, flexible spending accounts, education assistance, and training and development.
