As a member of the Procurement team, you will play a key role in ensuring supplier compliance and supporting efficient procurement processes across the organization. In this role, you will evaluate vendor and subcontractor certifications, analyze procurement data, ensure accurate reporting and data collection to meet regulatory requirements, and partner with procurement representatives and internal stakeholders to ensure alignment with regulatory and organizational requirements.

As a Procurement Operations Analyst, you will...

  • Evaluate and interpret vendor and subcontractor certifications to ensure compliance with applicable FAR, DFARS, and organizational requirements; identify risks and determine appropriate actions, including approval, escalation, or mitigation strategies.
  • Coordinate and facilitate the supplier verification process, ensuring timely and accurate completion of compliance requirements.
  • Coordinate and ensure accurate and timely reporting and/or data integrity activities that support compliance with FAR/DFARS of the APL Purchasing System.
  • Analyze procurement and supplier data, including compliance metrics and operational performance, to identify trends, recommend improvements, and support decision-making.
  • Advise internal stakeholders on supplier compliance, documentation standards, and procurement processes; serve as a resource for resolving non-routine issues.
  • Exercise judgment in prioritizing and expediting supplier compliance actions, balancing business needs and operational timelines.
  • Serve as a resource to Compliance Managers with project lifecycle, including but not limited to, audit preparation, preparing presentations, staff training materials, reporting, data calls, and communications with procurement staff and other stakeholders.
  • Support internal and external audits (e.g., DCAA/DCMA) by maintaining documentation and preparing information for response to auditor inquiries.
  • Assess and recommend enhancements to procurement processes, tools, and systems to improve efficiency, compliance, and data integrity.
  • Train and communicate with Procurement staff and stakeholders regarding relevant processes acting as a subject matter expert.
  • Collaborate cross-functionally with procurement and finance to ensure alignment with organizational policies and regulatory requirements.

Qualifications

You meet our minimum qualifications for the job if you...

  • Have a Bachelor’s degree in Business, Communications, or a related field (or equivalent relevant experience)
  • Have 2 years of experience supporting procurement, supply chain, or compliance
  • Have familiarity with supplier compliance requirements and/or federal acquisition regulations (e.g., FAR, DFARS, including FAR 52.204-24)
  • Have experience using business systems or tools such as supplier compliance portals, SharePoint, or similar platforms
  • Demonstrate strong analytical, organizational, and problem-solving skills
  • Demonstrate the ability to communicate effectively both verbally and in writing
  • Are proficient in Microsoft Office applications (Excel, PowerPoint, Word, Outlook), including working with data and reporting
  • Hold U.S. citizenship or permanent resident status, as required to access APL's facilities and networks, subject to applicable laws.

  • Have experience participating in Supply Chain Risk Management (SCRM) initiatives, such as telecommunications
  • Have prior experience in procurement operations, supplier compliance, or government contracting environments
  • Have familiarity with FAR, DFARS, and related compliance frameworks
  • Have experience with systems such as EBSS, iValua, or similar procurement platforms

The referenced pay range is based on JHU APL’s good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. APL provides eligible staff with a comprehensive benefits package including retirement plans, paid time off, medical, dental, vision, life insurance, short-term disability, long-term disability, flexible spending accounts, education assistance, and training and development.
