The Nuclear Command Communications Systems Group (QKR) is seeking a highly experienced and motivated submarine communications expert to work from our field office in Norfolk, VA and serve as a key advisor to the Joint Forces Maritime Component Commander Strategic (JFMCC STRAT). This critical position plays a pivotal role in advancing submarine communications employment through the development of requirements, Concepts of Operations (CONOPS), tactics, techniques, and procedures (TTPs), and exercises, ensuring the nation’s Ship Submersible Ballistic Nuclear (SSBN) forces have the communications resources needed to remain the most survivable leg of the U.S. nuclear triad. You will be joining a multi-disciplinary team that values operational experience, technical expertise, cross-enterprise collaboration, and innovation.

As a CSL N9 Field Representative, you will…

  • Take primary responsibility for serving as liaison between JHU/APL and military commands to assist the Navy in resolving issues with Nuclear Command and Control (NC2) Communications (NC3) systems identified by JHU/APL reports and the NC2 community at large.
  • Analyze SSBN communications, provide information on problems and make recommendations for corrective actions to the submarine force utilizing information derived from JHU/APL reports, and communications documentation submitted by submarines and fleet commands relative to SSBN patrols.
  • Collaborate with technical experts, program offices, and operational stakeholders to develop Concepts of Operations (CONOPs) for new and emerging submarine communications technologies.
  • Help shape submarine communications policies, procedures, and capability requirements, and assist in the preparation of directives and operating procedures, to improve the overall performance and effectiveness of strategic communications.
  • Develop communications exercises to train and evaluate SSBN crews in strategic communications using all available systems (includes communications from fixed and mobile transmitters) and analyze results.
  • Coordinate and conduct quarterly Strategic Connectivity Steering Group meetings and maintain all minutes and action items of these meetings.
  • Represent the submarine community's interests in inter-agency working groups, conferences, and stakeholder meetings, advocating for resources, standards, and innovations that enhance SSBN communications capabilities.
  • Monitor material reliability of strategic communications equipment and maintain a comprehensive file on reliability. Be informed concerning planned alterations and improvements programs, and assist in the improvement of documentation for the maintenance of communications equipment and antenna systems.

Qualifications

You meet our minimum qualifications for the job if you...

  • Possess a Bachelor's degree in a related technical field.
  • Have deep understanding of submarine communications systems and procedures, the strategic deterrence mission of the SSBN force, and the unique challenges imposed by an undersea environment.
  • Have expertise in NC3 architecture, systems, policies, procedures, and employment through all phases of war.
  • Proven history of policy development, inter-agency coordination, and participation in high-level forums related to military operations.
  • Are self-motivated and can perform at a high-level, independently, to drive multi-organizational efforts.
  • Have strong organizational skills.
  • Excel at communicating technical information in both written and oral formats.
  • Are willing and able to travel up to 20% and support occasional off-hour test events (Primary work location is Norfolk, VA)
  • Hold an active Top Secret security clearance and can ultimately obtain a TS/SCI level clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

  • Possess a Master's degree in a related technical field.
  • Have at least twenty years of experience working with submarine communications systems.
  • Have experience with radio frequency performance testing and a working knowledge of electromagnetic wave propagation theory.

The referenced pay range is based on JHU APL’s good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. APL provides eligible staff with a comprehensive benefits package including retirement plans, paid time off, medical, dental, vision, life insurance, short-term disability, long-term disability, flexible spending accounts, education assistance, and training and development.
