The County of Orange is seeking a Capital Projects Manager – Airport Project Programming for John Wayne Airport to oversee the planning and delivery of its multi-year Capital Improvement Program (CIP), a $700 million investment in the Airport’s future. Reporting to the Planning and Development Deputy Airport Director, this leader will guide a team of project managers responsible for advancing infrastructure initiatives that enhance safety, efficiency, and sustainability across the airport campus.
The Capital Projects Manager – Airport Project Programming will direct the development, programming, and execution of projects that strengthen JWA’s airside, landside, terminal, and utility systems. This role requires strong technical expertise, strategic oversight, and the ability to coordinate across multiple disciplines to deliver high-value projects that align with organizational priorities and FAA requirements.
Key responsibilities include:
- Manage JWA’s seven-year CIP, including project planning, prioritization, and budgeting
- Oversee major airfield, terminal, and facility infrastructure projects
- Ensure projects meet safety, regulatory, and operational goals while staying on schedule and within budget
- Coordinate with internal divisions and external stakeholders, including FAA, consultants, and contractors
- Review and approve project scopes, cost estimates, and funding strategies
- Prepare detailed reports, briefings, and analyses to inform executive decision-making
- Support FAA grant processes and ensure compliance with federal and county guidelines
- Identify and recommend infrastructure improvements based on stakeholder input and operational needs
Position Qualifications
- Seven (7) years of progressive experience in capital improvement programming, project management, construction, or engineering, including one (1) year in a supervisory role
- Three (3) years of experience in an airport environment preferred
- Bachelor’s degree in civil engineering, architecture, construction, aviation management, or a related field (master’s preferred)
- Registration as a California Professional Engineer would be preferred but not essential.
- Ability to obtain a California Driver’s License and an Airport Access Badge with Driving Endorsement.
Salary & Benefits
The annual salary range for the incoming Capital Projects Manager - Airport Project Programming is $116,251 - $161,012; placement within this range is dependent upon qualifications and internal parity.
