Key Responsibilities
Technical Leadership & Architecture
- Serve as the technical authority and solution architect for the application lifecycle.
- Lead cloud migration strategy (lift-and-shift to OCI) and post-migration modernization roadmap.
- Design and implement cloud-native, scalable, and resilient architectures.
- Conduct alternatives analysis (AAs) including feature comparison, cost, risk, and feasibility assessments for system upgrades.
- Define target-state architecture including microservices, API-first design, and event-driven patterns.
- Drive platform modernization from Oracle APEX to React-based front-end architecture.
- Lead decomposition of monolithic systems into microservices-based architecture.
- Enhance application using:
- JSON-based secure APIs
- Modern Java frameworks
- Workflow automation and advanced processing capabilities
- Oversee integration of:
- Enterprise Logging (Elastic stack)
- Monitoring, Alerting, and Dashboards (New Relic)
- Application and Infrastructure Instrumentation
- Provide hands-on guidance for:
- Java-based batch programs
- Web services consumed by U.S. states and federal agencies
- Oracle database design and performance tuning (SQL expertise required)
- Review code, enforce standards, and ensure secure coding practices.
- Ensure implementation of scalable, secure API endpoints.
- Lead review and analysis of vulnerability scan results
- Interpret findings across: Infrastructure (OS, network), Application (Java, APIs), Database
- Direct and implement remediation actions including:
- OS and middleware patching
- Application code fixes (e.g., injection flaws, insecure APIs)
- Dependency and library upgrades
- Oracle DB patching (CPU/PSU updates)
- Ensure all activities meet Federal IT compliance frameworks, including:
- FISMA High baseline requirements
- ATO (Authority to Operate) processes
- Collaborate with security teams on:
- RMF artifacts
- Continuous monitoring
- Vulnerability remediation
- Implement secure data exchange mechanisms for interagency communication.
- Support enhancements for:
- Data analysis and decision-support reporting
- Advanced querying and reporting capabilities
- Guide improvements in data architecture and governance.

- Translate business requirements into technical solutions and system enhancements.

- Lead design reviews, troubleshooting, and root-cause analysis.
- Apply deep subject matter expertise to:

Education & Experience
- Bachelor's or Master's degree in Computer Science, Engineering, or related field
- 10 years of relevant IT experience, including technical leadership roles
- Proven experience supporting federal government systems, preferably FISMA High environments
- Strong experience with:
- Oracle Cloud Infrastructure (OCI) or similar cloud platforms
- Java/J2EE applications and batch processing systems
- Oracle Database & advanced SQL
- RESTful APIs and JSON-based services (secure implementation)
- Experience with modernization technologies:
- React.js
- Microservices architecture
- Familiarity with:
- Elastic (ELK) stack
- New Relic (monitoring, APM, dashboards)
- Experience in:
- Enterprise logging, instrumentation, and observability frameworks
- Deep understanding of:
- FISMA / NIST RMF framework
- ATO lifecycle and documentation
- Federal enterprise architecture and security compliance
