DPP is seeking a System Software Programmer for an opportunity in Cayce, SC.
- Location: Partially onsite (4 days/week) in Cayce, SC. One day remote/week after the first month of employment.
- Duration: 12 months with possible extension; W2 position
- Candidate location: SC resident or willing to relocate to SC prior to starting work.
- The System Software Programmer plays a critical role in developing, modernizing, and supporting Human Resources and administrative systems in public health.
- This position is primarily responsible for building and maintaining applications using the Angular framework, supporting backend integrations, and implementing DevOps practices to ensure secure, efficient, and reliable delivery of software across the agency’s technology platforms.
- The programmer collaborates closely with HR, IT, Finance, and infrastructure teams to translate technical requirements into scalable system solutions.
- Responsibilities include designing and developing application components, maintaining CI/CD pipelines, automating deployments, conducting code reviews, performing system testing, and ensuring documentation is up to date.
- The role also supports system upgrades, contributes to modernization of legacy applications, and ensures all solutions comply with agency IT security standards and federal and state regulations.
- With a strong emphasis on high-quality code, system reliability, automation, and cross-functional collaboration, this position is essential to maintaining the integrity, performance, and long-term sustainability of critical HR and administrative systems across the enterprise.
- 3 years of experience developing modern web applications using Angular (PrimeNG), TypeScript, JavaScript, HTML, and CSS, including integration with RESTful APIs and backend services
- 3 years of experience developing RESTful APIs and backend services using ASP.NET Core, including application integration and troubleshooting across development and deployment environments
- 3 years of experience with Microsoft SQL Server 2022 or later, including database design, data modeling, stored procedures, performance-optimized queries, and SQL troubleshooting
- 3 years of experience with DevOps practices, including CI/CD pipelines, automated builds, deployments, and environment troubleshooting
- 5 years of experience applying software engineering principles, SDLC, secure coding standards, and system testing (unit, integration, regression — manual and automated)
- 3 years of experience creating technical documentation, including system architecture, API specifications, and deployment guides
- Familiarity with data privacy, security standards, and regulatory compliance relevant to state and federal systems (e.g., HIPAA)
- Experience with industry-standard information security practices such as NIST, HIPAA, or CJIS.
- Experience with IT development and implementation projects.
- Experience with Power BI or supporting data pipelines for reporting and analytics.
- Familiarity with infrastructure or cloud technologies such as Azure
- Experience with SharePoint or collaborative content-management platforms.
- Design, develop, and maintain modern web applications, APIs, and backend services using industry‑standard frameworks and secure coding practices.
- Enhance system architecture and integrations, ensuring reliability, scalability, and alignment with agency technical standards.
- Support the full software development lifecycle, including design, development, testing, deployment, documentation, and ongoing maintenance.
- Implement DevOps best practices, including CI/CD automation, environment support, and troubleshooting across development and production.
- Perform system testing and quality assurance, including automated and manual methods, to ensure stability and performance.
- Modernize legacy applications, including code refactoring, platform upgrades, and migration to current frameworks and technologies.
- Develop and maintain data integrations to ensure accuracy, consistency, and support for enterprise reporting and analytics.
- Collaborate with cross‑functional teams (HR, Finance, IT, and others) to translate business needs into technical solutions and support successful project delivery.
- Identify opportunities for process automation and system optimization to improve efficiency and reduce manual workload.
- Participate in Agile ceremonies, technical reviews, and project planning, contributing expertise to timelines, requirements, and risk assessments.
- Maintain technical documentation and shared resources, including architecture artifacts, API specifications, and collaborative platform content.
- Ensure compliance with IT security, data protection, and regulatory standards, contributing to policy development where needed.
- Provide operational support and troubleshoot issues, assisting with deployments, system performance, and user satisfaction.
- Bachelor''s or Master''s Degree in a relevant field of work or equivalent work experience.
