Description
SAIC is seeking a Space Protection Acquisition Engineer to join our team providing systems engineering and technical advisory services to a rapidly expanding Government Intelligence Community (IC) customer. The customer is developing the next generation of space and ground systems, architectures, and hardware and software solutions.
The Space Protection Acquisition Engineer will serve as a subject matter expert (SME) and System Program Office (SPO) representative facilitating execution of a Major System Acquisition (MSA) in coordination with development contractors and other stakeholders (including end user operators) to deploy new protection capabilities into space operations. The Space Protection Acquisition Engineer will join a small team of acquisition SMEs to plan, develop, and execute new acquisitions/Engineering Change Proposals (ECPs), guide the program through Milestone Decision Authority (MDA) directed reviews, and provide business analysis, as required, to assist the Government customer in monitoring contract execution.
The Space Protection Acquisition Engineer responsibilities include, but are not limited to:
Providing acquisition strategy, acquisition planning, and systems engineering expertise to support software development, implementation, and deployment of ground processing systems providing space protection capabilities.
Leading the creation of Requests for Information/Proposal (RFIs/RFPs), Statements of Work (SOWs), Engineering Change Proposals (ECPs), Award Fee/Incentive Fee Plans, and Source Selection Plans.
Guiding and supporting program acquisitions through agency governance and oversight processes.
Serving within a team of SMEs to evaluate Developer responses to RFPs/ECPs, develop negotiation strategies, develop Program Office Estimates (POEs), and complete associated assessment documentation.
Monitoring, evaluating, and reporting Developer's performance in delivering contract requirements within schedule and cost targets and developing courses of action for the Government customer based on findings and assessments.
Representing the SPO in stakeholder acquisition discussions related to current and future contracts .
Qualifications
Required Qualifications:
Bachelor's and 9 or more years of experience; master's and 7 or more years of experience; PhD and 5 or more years of experience. Significant customer experience may be considered in lieu of degree.
Active Top Secret/SCI clearance with CI Poly.
Experience in DoD or IC acquisition, procurement, and/or contracting processes and policies.
Experience managing technical, cost, and/or schedule performance in system acquisitions over $50M.
Desired Qualifications:
Experience Acquiring Space Capabilities And/or Managing Space/ground Software Programs.
Experience in proposal/bid generation.
Experience in source selections.
Experience in Major System Acquisitions (MSAs) acquisitions over $500M.
Proficiency with Atlassian tool suite (Jira, Confluence, etc.).
