SAIC is seeking an experienced Requirements Manager to evaluate and translate the customer's mission needs into requirements for the IT development team. In this role, the candidate will support the development of technical tools and systems for the National Counterintelligence and Security Center by engaging with various stakeholders and subject matter experts to understand the customer's vision and goals; analyzing and documenting the requirements and technical tasks required to meet the overall objective; collaborating with the IT development team; and tracking progress against set milestones.
The ideal candidate is proactive and customer-focused, with an ability to translate and articulate detailed technical requirements to the development teams while conveying broader objectives and impacts to the mission customers. The candidate should have previous experience analyzing and translating customer IT requirements, and documenting and tracking tasks within JIRA using Agile methodology; and be able to coordinate and effectively communicate with customer staff and leadership.

Responsibilities include:
- Identifying and vetting customer requirements; developing subtasks and user stories within JIRA using Agile methodology.
- Translating business requirements into detailed user, functional, and systems requirements that will be developed by the development team.
- Coordinating and facilitating exchange meetings or forums to determine the needs of customer; consulting with the customer to clarify and validate complex request if necessary.
- Coordinating and facilitating or providing substantive input to meetings to assist in the design and implementation of requirements and to determine the impact of changes and the possible technical solutions to business needs.
- Supporting gap analysis activities by comparing, documenting, and reporting shortfalls in proposed capabilities; assessing how well the capability meets the requirement; documenting any gaps that may exist; and ensuring that the capability meets the intent of the development objective or capability.
- Analyzing joint needs statements and recommending capability requirements to support solutions that will fulfill gaps and optimize investments across the programs.
- Providing final technical review and validation of requirements; preparing requirements for review and acceptance by review boards; and ensuring all necessary approvals have been obtained.
- Collecting and mapping basic tool requirements from data ingestion to data storage via multiple methods.
- Developing workflows to illustrate the steps required for security and suitability resolution.
- Strategically assessing requirements against the customer's vision and providing recommendations for future requirements and possible alternative solutions. Tracking execution of developers' actions and providing regular status updates to the customer.
- Interacting with the development team and customers to resolve complex concerns associated with pending and/or in-process requirements.
- Active TS/SCI with Poly required.
- Bachelors and nine years or more of related experience
- 3-5 years' experience within an IC Agency.
- JIRA/Confluence expertise and experience working in an Agile and Scrum environment
- Experience with the MS Office Suite.
- Ability to work in a dynamic mission environment which requires balancing competing priorities and schedules.
- Ability to demonstrate knowledge of technical writing and work flow process identification and documentation. IT technical knowledge and experience.
