Summary

The Purchasing Manager is responsible for leading a team of buyers and specialists to ensure the timely and cost-effective procurement of materials to support production. This role operates within a fast-paced electronics manufacturing environment, balancing supplier relationship management with internal operational efficiency. The incumbent acts as a bridge between the customer's requirements and the global supply base, ensuring that material shortages are mitigated and inventory targets are met.

Detailed Description

  • Supplier Performance & Recovery: Drives performance improvement at critical suppliers by identifying and resolving complex systemic problems. Implements recovery plans to ensure on-time delivery (OTD) and quality standards.
  • Operational Oversight: Validates Purchase Orders (POs), measures supplier Line of Balance (LOB), and manages past-due deliveries. Verifies raw material and Work-in-Process (WIP) positions at supplier sites.
  • Team Leadership: Provides direct supervision to a team of purchasing professionals. This includes setting annual objectives, conducting performance reviews, coaching for development, and managing daily workloads.
  • Supply Continuity: Proactively manages material supply to prevent production downtime. This involves tracking excess and obsolete (E&O) inventory and negotiating with suppliers on pricing and lead times.
  • Collaboration: Acts as a liaison with the Business Office, Production, and Planning teams to communicate shipment plans and production readiness.
  • Process Improvement: Identifies enhancements for SCM (Supply Chain Management) business processes and leads the implementation of continuous improvement initiatives using lean methodologies.

Knowledge/Skills/Competencies

  • Technical Knowledge: Deep understanding of electronics manufacturing, including component lifecycles, lead-time dynamics, and global customs/traffic rules.
  • Systems Expertise: Proficiency in SAP, Kinaxis RapidResponse, and advanced Excel (VLOOKUPs, Pivot Tables, and statistical modeling).
  • Financial Acumen: Strong understanding of product cost structures, asset management techniques, and the impact of procurement on the site's P&L.
  • Soft Skills: Excellent negotiation and conflict resolution skills. Ability to communicate technical and supply chain data clearly to executive leadership and external customers.
  • Problem Solving: Ability to perform root-cause analysis on complex supply chain failures and implement corrective actions.

Physical Demands

  • Environment: Primary work is performed in a professional office setting within a manufacturing facility.
  • Effort: Requires sustained visual concentration on computer monitors and detailed data for extended periods.
  • Mobility: Frequent sitting, standing, and walking through the production floor to coordinate with manufacturing teams.
  • Travel: Occasional domestic or international travel (approximately 10%) may be required to visit supplier sites or other Celestica locations.

Typical Experience

  • Years of Experience: 5 to 7 years of relevant experience in supply chain management, procurement, or materials planning.
  • Leadership: At least 2 years of experience in a supervisory or team-lead capacity is preferred.
  • Industry: Experience in the EMS (Electronic Manufacturing Services) or High-Tech industry is highly valued.

Typical Education

  • Degree: Bachelor's degree in Supply Chain Management, Business Administration, or a related technical field.
  • Equivalency: An equivalent combination of education and significant industry experience may be considered.
  • Certifications: APICS (CPIM/CSCP) or ISM (CPSM) certifications are considered a strong asset.
