- Minimum 5 years of experience as a Product Manager
- At least 3 of those years delivering outcomes in complex, regulated, or large-scale environments
- At least 2 years in a Product Lead role, owning product vision, roadmap, and prioritization for cross-functional digital services or large-scale process improvements
- Demonstrated experience with user research methods and translating findings into actionable product decisions
- Experience facilitating workshops and stakeholder sessions with government or enterprise clients
- Proficiency with Agile/Scrum/Lean methodologies and supporting tools (e.g., Jira, Confluence, Miro)
- Excellent written and verbal communication skills, including ability to present to non-technical audiences
- Must reside in Maryland or immediately surrounding area and be willing to travel regularly to client offices
- Prior experience working within or alongside a state or federal government agency
- Familiarity with electronic health record (EHR) systems or healthcare technology environments
- Experience guiding technology procurement strategy in a government context
- Knowledge of human-centered design (HCD) principles and service design frameworks
- Experience transitioning organizations from waterfall to agile delivery models
