Cardinal is seeking a PeopleSoft Business Analyst with expertise in Fixed Assets and Lease Accounting to join our team. This role offers a unique opportunity to gain hands-on experience with the Department of Accounts (DOA) Financial Reporting operations before transitioning to the Cardinal Project Team. The ideal candidate will have public sector experience and strong analytical skills.
Responsibilities:
Phase 1 DOA Financial Reporting (Year 1):
- Collaborate with DOA Financial Reporting on fixed assets and lease accounting operations.
- Compile, analyze, and adjust complex financial data for Annual Comprehensive Financial Reports (ACFR) and Comptroller s directives.
- Ensure compliance with GAAP and GASB pronouncements.
- Administer Fixed Asset Accounting and Lease Accounting systems; support state agencies as needed.
- Transition to Cardinal Project Team to design, develop, and implement PeopleSoft FIN/HCM modules.
- Serve as FA/LA module lead for the statewide fixed assets and lease accounting implementation project (starting October 2026).
- Support post-production operations (PPS), including Tier 2 help desk tickets, troubleshooting, and end-user guidance.
- Understand the system development life cycle: design, development, and testing of reports, interfaces, conversion programs, and extensions/modifications.
- Work with Tier 3 developers to test, validate, and document system changes.
- Update job aids and training materials based on system changes.
- Gain technical proficiency in PeopleSoft, including PeopleTools, reading SQL, and PeopleCode.
- Communicate effectively with end-users and stakeholders.
- Strong knowledge of Fixed Assets and Lease Accounting.
- Public sector experience preferred.
- PeopleSoft experience a plus; training will be provided.
- Strong analytical, verbal, and written communication skills.
- Local to Richmond, VA (required).
