Job Title : Oracle PL/SQL Programmer Analyst – Legacy Modernization (AWS Migration)

Position Summary

We are seeking a highly skilled Programmer Analyst with strong expertise in enterprise application development, Oracle SQL/PL/SQL programming, and cloud modernization initiatives. The ideal candidate will play a key role in analyzing, refactoring, and migrating legacy systems—including PL/SQL code, stored procedures, and Crystal Reports—into a modern AWS-based architecture.

This role requires a deep understanding of existing business logic, the ability to document and interpret legacy workflows, and strong collaboration skills for working with internal teams and external vendor partners. The candidate will contribute to the redesign and modernization of critical system modules, including records management, classification, and sentence computation, ensuring functional accuracy and improved system performance in the target environment.

Key Responsibilities

• Analyze, document, and map existing application architecture, data models, workflows, and backend processes.
• Review and refactor Oracle PL/SQL packages, procedures, functions, triggers, and views for cloud migration.
• Optimize SQL queries and improve database performance during modernization efforts.
• Support migration of Crystal Reports to modern reporting solutions compatible with AWS.
• Perform data extraction, transformation, validation, and mapping for ETL and database migration initiatives.
• Analyze and refactor complex business logic modules, including sentence computation and classification systems.
• Convert legacy DHTML-based UI components into modern web application frameworks as part of system redesign.
• Identify, document, and modernize scheduled jobs, batch processes, and backend automation workflows.
• Collaborate closely with third-party vendors and internal stakeholders to clarify requirements and support implementation efforts.
• Ensure accuracy, integrity, and consistency of data and business logic throughout migration and modernization activities.
  
  

Required Technical Skills

• Strong expertise in Oracle PL/SQL (procedures, functions, triggers, packages, and views).
• Advanced knowledge of SQL, including query optimization and performance tuning.
• Hands-on experience with data migration, ETL processes, and schema transformation.
• Ability to analyze and interpret complex logic in legacy and undocumented systems.
• Familiarity with legacy front-end technologies such as DHTML, HTML, and JavaScript-based forms.
• Experience working with batch scheduling and job automation tools/processes.
• Strong analytical and debugging skills in enterprise application environments.
  
  

Preferred Qualifications

• Experience with AWS services related to databases, application hosting, or reporting.
• Familiarity with BI/reporting tools such as Power BI or AWS QuickSight.
• Scripting experience in Python and/or PowerShell.
• Prior experience in Offender Management or Justice System applications.
• Experience working in vendor-managed or multi-team modernization projects.
