Job Summary
We are seeking an experienced Operational Procurement Manager to lead and coordinate procurement, contract management, and implementation efforts for IT initiatives. This role will serve as a key liaison between program teams, procurement stakeholders, and vendors to ensure successful execution of procurement activities and technology implementations.
Key Responsibilities
Operational Procurement Management
- Lead all procurement and contract renewal activities, ensuring alignment with IT policies, timelines, and budget requirements
- Coordinate with procurement leadership and legal teams to address compliance and risk considerations
- Maintain tracking systems for renewals, procurement events, and contract milestones
- Represent IT in Procurement First meetings and ensure alignment across stakeholders
- Act as the primary liaison between program staff and procurement teams
- Develop and support RFQs, RFPs, SOWs, and related solicitation documents
- Provide guidance on clear and effective language for vendor responses
- Collaborate with cross-functional teams to gather and finalize requirements
- Conduct quality reviews of solicitation documents prior to submission
- Lead vendor implementation projects (COTS, MOTS, or similar solutions)
- Create and manage project plans, timelines, and deliverables
- Coordinate across teams to manage risks and resolve issues
- Monitor project progress against scope, budget, and contract terms
- Provide regular status updates and reporting
- Serve as the technical point of contact (POC) for contract-related queries
- Perform compliance checks to ensure vendor alignment with contract terms
- Escalate issues to leadership as needed for timely resolution
- Maintain documentation of deliverables, performance metrics, and amendments
- Bachelor’s degree in Business, IT, Procurement, or related field
- 5 years of experience in procurement, contract management, or IT project management
- Strong experience with RFP/RFQ/SOW development
- Experience managing vendor implementations and contracts
- Knowledge of IT procurement policies and compliance frameworks
- Excellent communication and stakeholder management skills
- Experience working with government or public sector procurement
- Familiarity with COTS/MOTS implementations
- PMP, ITIL, or similar certifications
