General Experience Expectations: Seven (7) to 10 years of IT work experience in multiple technologies and business functions, including a broad range of exposure to various environments and business segments, and seven (7) to 10 years of experience managing teams responsible for business analysis, strategic planning, infrastructure, and operational support functions.

Scope of Work/Job Characteristics

The Business Analyst will serve as the principal line of communication for the project team. The duties

and responsibilities of this position are as follows:

  • Assist the Program Manager in defining and implementing project plans and goals to support the

strategy and goals of the Department;

  • Responsible for working with IT and business leaders to create the business and program plan;
  • Assist in overseeing the development of business requirements and work plans impacting various

business areas;

  • Assist the Program Manager and business leadership in actualizing business and program plans

within their own area of responsibility, working with them to ensure that technical and resource

decisions link to the overall IT program plan;

  • Lead or assist a team of business analysts in business requirement gathering sessions (Joint
  • Application Development);
  • Work closely with customers, stakeholders, and IT software developers to document business

requirements;

  • Develop As-Is, To-Be, and other required business analysis documentation;
  • Develop and lead the implementation of business process improvement recommendations;
  • Maintain all project artifacts in accordance with Program Management Office standards and other

documentation as necessary to ensure compliance with Chapter 60GG-1, Florida Administrative

Code (F.A.C.);

  • Serve as a liaison with users;
  • Follow a standard set of practices that ensure the integrity and quality of project artifacts;
  • Manage expectations of diverse stakeholders and provide regular briefings to executives;
  • Work independently as part of a larger cross-functional team; and
  • Help with project coordination, support, and documentation.

NOTE: This position is designated as "essential staff" and is expected to report for duty when instructed

to do so in times of emergency or potential emergency as required by Section 33-208.002(4), F.A.C.

Requirements/Qualifications

The Department is seeking a full-time, on-site Business Analyst.

Required Qualifications

A bachelor's degree from an accredited college or university in Computer Science, Information

Systems, Business Administration, Finance, or other related fields, or five (5) years of equivalent work

experience is required. Relevant experience may be substituted for education on a year-for-year basis

when applicable.

The Department requires the following experience, skills, and knowledge for this position:

  • Certification in Business Analysis from a reputable body, such as the Certified Business Analysis

Professional (CBAP) from the International Institute of Business Analysis (IIBA) or the Professional

in Business Analysis (PMI-PBA) from the Project Management Institute (PMI);

  • A minimum of (5) five years of experience working as an IT Business Analyst using both Agile and

Waterfall methodologies;

  • Demonstrated experience in business and technical requirements analysis, business process

modeling and mapping, and methodology development;

  • Ability to document user stories and write business IT system requirements;
  • Experience coordinating business users, technical staff, and architects to help analyze and define

future needs and operations based on use cases and analysis of alternatives;

  • In-depth knowledge of business process design and re-engineering;
  • Ability to coordinate project teams and effectively conduct the initiative to meet overall objectives;
  • Experience communicating and working within cross-departmental teams using strong collaborative

skills;

  • Excellent computer skills, including Microsoft Word, Visio, PowerPoint, and Excel;
  • Experience preparing status reports and providing management briefings;
  • Ability to provide excellent leadership and verbal, written, and negotiation skills; and

Experience with meeting facilitation and documentation.

NOTE: In addition to the above list, the selected Candidate must successfully complete a Level II

Background Check.

Preferred Qualifications

The Department prefers the Candidate to have the following experience, skills, and/or knowledge for this

position:

  • Proficiency in Business Intelligence (BI) tools (e.g., Power BI, Tableau), data analysis software

(e.g., Structured Query Language, Python, R, Statistical Analysis System), project management

software (e.g., JIRA Software, Trello), and databases and Enterprise Resource Planning (ERP)

systems;

  • Familiarity with Software Development Lifecycle (SDLC) methodologies, such as Agile, Scrum, or

Waterfall;

  • Experience working on state or federal government projects;
  • Experience working with technical programming teams;
  • Ability to demonstrate a take-charge, can-do attitude with the initiative to solve complex problems;
  • Strong communication skills to effectively communicate with diverse stakeholders;
  • Knowledge of IT standards and security in a criminal justice environment;
  • Positive team player with a high-energy level and diligent work ethic; and
  • Ability to meet or exceed deadlines, thrive in a fast-paced environment, and organize and prioritize activities.
