Overview

We are seeking an experienced professional with deep expertise in enterprise tax processing systems, IBM rule engines, and SOA-based architectures. The ideal candidate will have extensive experience working with government taxation systems, business rules frameworks, and IBM technology stack including WebSphere, ODM, and mainframe environments.

Key Responsibilities

  • Design, develop, and support large-scale tax return processing systems for government organizations
  • Architect and implement metadata-driven tax form systems, including business rules, schemas, and presentation layers
  • Develop and maintain Forms Definition Facility (FDF) tools and centralized tax forms metadata repositories
  • Build and manage Business Rules Architecture systems, including:
    • Rules entry UI
    • Portable runtime engines
    • Deployment across WebSphere environments and standalone systems
  • Design and support rules-based event-driven applications using IBM ODM and Automated Decision Services (ADS)
  • Integrate and manage IBM SPSS Collaboration & Deployment Services with rule-based decision systems
  • Develop and maintain COBOL-based rules engines using infix/postfix notation on IBM mainframe systems
  • Work on enterprise SOA platforms using WebSphere Process Server (WPS) and WebSphere Application Server (WAS)
  • Provide end-user support, system maintenance, and enhancements
  • Contribute to OpenShift Container Platform (OCP) migration and integration initiatives

Required Qualifications

  • 7 years (84 months) experience in government taxation systems
  • Strong experience in:
    • IBM WebSphere (WPS, WAS)
    • IBM ODM (Operational Decision Manager)
    • IBM SPSS Modeler Server / ADS
    • IBM Mainframe & COBOL Rules Engine
  • Hands-on experience with:
    • Forms Definition Facility (FDF)
    • Metadata-driven architecture
    • Business Rules Engine design
  • Experience with SOA-based enterprise systems
  • Proficiency in Java frameworks: EAD4J, JADE, Spring
  • Experience in Lotus Forms / IBM Lotus templates integration
  • Exposure to OpenShift Container Platform (OCP)

Preferred Qualifications

  • Experience with event-driven architecture and rule-based automation
  • Familiarity with containerization and cloud migration strategies
  • Strong understanding of data modeling and metadata management
  • Experience supporting high-volume transactional systems
