Requirements And Process Analysis
- Elicitation & Documentation: The principal duty is to evaluate agency needs, assess As-Is and To-Be business processes, and technical designs to provide detailed analysis.
- Business Rule Expertise (5 Yrs): Strong experience in eliciting, mining, and documenting business rules and processes by interviewing personnel and researching laws, regulations, and policy documents.
- Requirement Translation: Translate high-level business requirements into functional specifications for the IT organization and manage changes to those specifications (Change Control, Traceability).
- Process Redesign: Assist in business process redesign and documentation for new technology, utilizing business modeling techniques (e.g., graphical process flow software).
- Data Focus: Documenting and analyzing data requirements and relationships and maintaining these artifacts in a repository.
- Liaison Role: Serve as the liaison between the business programs and IT, negotiating agreements and facilitating communication from initial requirements through to final implementation.
- Risk Identification: Proactively identify risks, issues, and action items, leading to possible solutions and making recommendations (e.g., buy versus build decisions).
- External Interaction: Interact with internal and external organizations, including vendors, State and Federal government agencies, State providers, and beneficiaries.
- System Knowledge: Possess expertise in the business unit(s) supported and a strong understanding of the IT organization's systems and capabilities.
