The Attorney Advisor shall perform the following duties and responsibilities:

1 years Experience should include analysing model code provisions, developing amendment language, and advising on the legal and practical implications of proposed changes.
Education/Certification:
The contractor shall be an active member in good standing of the District of Columbia Bar or can waive in and be admitted within 360 days of appointment. The contractor shall remain a member in good standing of the District of Columbia Bar throughout the duration of his/her employment.
The contractor shall possess a Juris Doctorate (J.D.) degree from a law school accredited by the American Bar Association (ABA) at the time of hire.

The Attorney Advisor shall perform the following duties and responsibilities:
- The contractor shall develop proposed local amendments to model construction codes for consideration by technical staff and decisionmakers.
- The contractor shall provide legal support for the development, review, and adoption of construction codes, including analysis of statutory authority and regulatory requirements.
- The contractor shall evaluate the legal and practical implications of proposed code changes, including consistency with D.C. law, enforceability, and potential impacts on stakeholders.
- The contractor shall research and analyze local amendments to model construction codes that have been proposed, considered, or adopted by peer jurisdictions, and prepare comparative summaries to inform staff recommendations and policy development
- The contractor shall advise staff throughout the code development cycle, including preparation for public meetings, hearings, and stakeholder engagement activities.
- The contractor shall coordinate with technical staff, subjectmatter experts, and external stakeholders to ensure legal clarity and alignment between policy objectives and code language.
- The contractor shall provide weekly timesheets which must be signed by the Contract Administrator for approval.
- The contractor shall submit monthly status report as determined by management in concert with the Program Manager.
- The contractor shall perform other duties as required.
Required/Desired
Years Of Experience
- Experience supporting regulatory or rulemaking processes in a law firm, nonprofit organization, corporate inhouse legal department, or government agency.
- Experience should include analysing statutory and regulatory frameworks, drafting or reviewing proposed rules or ordinances, and advising clients or stakeholders on compliance and implementation considerations.
- 2 years Experience drafting or working with local amendments to model construction codes.
- Preference will be given to candidates with direct experience with the International Code
- Council (ICC) family of codes; however, experience with other nationally recognized model code organizations or standards-development bodies will also be considered.
