This individual will provide a blend of Agile coaching and training services as well as working with a team to standardize and scale the use of Jira across a large division w/in the federal customer''s environment.

TechSur Solutions is seeking a highly capable Agile Coach with Atlassian/Jira subject matter expertise to support a large federal enterprise environment. This individual will provide a blend of Agile coaching and training services as well as working with a team to standardize and scale the use of Jira across a large division w/in the federal customer''s environment.
Qualifications
- 10 years of experience leading, coaching, and mentoring Agile teams across enterprise-scale environments using Scrum, Kanban, SAFe, Lean, and hybrid delivery methodologies.
- Demonstrated success driving Agile transformation initiatives across multiple business units, including establishing Agile operating models, delivery governance, team cadences, and continuous improvement frameworks.
- Deep expertise configuring, standardizing, and administering Atlassian Jira across enterprise environments, including workflows, schemes, boards, permissions, automation rules, dashboards, and reporting structures.
- Proven ability to design and implement enterprise-wide Jira governance models that standardize taxonomy, workflows, issue hierarchies, sprint structures, reporting, and portfolio visibility across dozens of teams and programs.
- Extensive experience scaling Agile practices across large organizations by coaching executives, Product Owners, Scrum Masters, Release Train Engineers, and delivery teams on Agile principles, value delivery, and organizational agility.
- Strong background integrating Jira with enterprise tools and platforms including Confluence, CI/CD pipelines, DevOps tooling, portfolio management solutions, and reporting/BI platforms to improve traceability and delivery transparency.
- Experience establishing Agile metrics and KPI frameworks within Jira, including velocity, throughput, burn-up/down, cycle time, predictability, dependency management, and executive-level portfolio reporting.
- Proven ability to facilitate Agile ceremonies, large-scale planning events, retrospectives, value stream workshops, dependency resolution sessions, and cross-functional stakeholder alignment meetings in complex enterprise environments.
- Strong expertise in change management, organizational coaching, and adoption strategies to drive sustainable Agile maturity, improve team performance, and increase enterprise delivery effectiveness.
- Demonstrated ability to lead Jira migration, consolidation, and optimization initiatives, including legacy process transformation, workflow harmonization, data governance, user training, and enterprise rollout strategies supporting hundreds to thousands of users.
