Capital Management at University of Iowa Health Care seeks to hire an Associate Director to direct the space planning, strategic planning and development of complex health care projects at UI Health Care. The ideal candidate will have a combination of architecture, strategic planning and analysis abilities and have demonstrated experience developing presentation materials and making presentations  to internal and external stakeholders. 

Position Responsibilities: 

Manage the planning and design process of capital improvement projects, assuring projects are designed in compliance with UI, state and federal standards and programmatic requirements and completed on schedule, within budget and in compliance with a contractually defined scope and quality standards. These positions are typically found in Facilities Management and UI Healthcare. Project managers that manage projects outside the Board of Regents defined capital project process are typically found in the engineering associate job family. Key areas of responsibility include types of projects, design management, contract management, communication, coordination, schedule management, leadership, human resources, and financial responsibility.

·       Types of Projects: Responsible for making recommendations, based on complex analysis for project planning and programming and ensuring the successful management of projects by staff.  Assigns and manages project workload of staff.

·       Design Management: Approve the final design process including budget, schedule, design, and contract management. Provide expert advice on development/interpretation of design documents. Ensure the successful management of project designs by staff. Resolve dispute resolution as required.

o   Leads and defines the processes and tools for design administration.   

o   Directs the coordination, planning, and design of complex construction projects requiring a high degree of discretion and expertise. 

o   Serves as the Owner’s Representative on highly complex, high profile, capital building projects.

o   Provides official contact for Iowa Health Care in dealings with outside consultants

o   Assures compliance with Joint Commission, FGI and State Fire Marshall requirements for all capital projects.

·       Contracts Management: Review and approve contracts for projects. Review and analyze contract documentation for compliance with regulations. Authorize change authorization requests. Provide expert advice on development/interpretation of contract documents. Review and approve department processes and procedures.

·       Communication: Provide progress reports to administration and leadership committees. Determine expectations for functional area and monitor and evaluate performance of team.

o   Assess project development and ensure compliance with regulatory requirements and Iowa Health Care standards and guidelines. Provide direction to staff to ensure compliance.

o   Ensure staff are communicating effectively with stakeholders and coaches staff if issues are noted.

o   Assures communications are clear, well thought out and helpful.

·       Coordination: Assure an environment of trust through open communications. Set course and maintain standards for department. Encourage and provide structures and practices which empower and recognize staff. Provide and promote professional development opportunities for staff. Assure completion of comprehensive training. Motivate and support staff engagement.

o   Empowers staff to manage projects in an effective and efficient manner through the use of training and mentoring.

o   Assures all Board of Regents documents are complete prior to submission.

o   Tracks staff success in order to establish processes and procedures to ensure effective completion of projects.

o   Assure staff are managing risk and establish policies and procedures to empower staff to be successful.

·       Budget Management: Advocate, defend, and approve design budgets. Establish short- and long-term budget priorities, allocate resources and finalize/approve all budgets. Contribute to UI budget development and policy. Communicate UI budget decisions and processes. Establish accounting controls. Perform complex financial analysis.

o   Provide processes and procedures to enable staff to understand how to gather, organizes and analyzes information needed to develop and manage budgets for assigned projects.

o   Manages the project budget, including FFE, contingencies

o   Establish standards to ensure staff understand how to effectively balance economy with practicality and client needs and wants.

o   Challenges consultants, users, resource personnel and others to attain the most cost effective, quality driven, functional and aesthetically pleasing result.

o   Assures contract changes meet contract document requirements and establish procedures which enable staff to understand the same.

·       Leadership: Hold unit leaders accountable for a high performance and high engagement by articulating expectations, monitoring performance and providing feedback consistently across areas of responsibility.

o   Acts as a member of senior staff and in the absence of the Executive Director

o   Direct studies; develop project scope and costs estimates.

o   Direct, plan, and participate in the development of master plan studies relating to the development of hospital expansion, renovation, and relocation, evaluation of new programs and adaptation of existing programs to new and or expanded technologies. 

o   Develop and conduct training for project management staff on relevant topics.

o   Prepare and update procedures and processes

o   Other duties as assigned.

·       Human Resources: Provide supervision of staff. Investigate, interpret, and implement complex HR policies and procedures. Serve as a mentor and trainer.

o   Directs a staff of planning managers and other staff .

o   Train and mentor staff to assure the most effective, highest performance possible.

o   Complete disciplinary review and follow-up for assigned staff as necessary.

o   Recommend salary increases, complete performance appraisals, have regular meetings to assure assigned staff are performing project management responsibilities as assigned.

·       Schedule Management:  Resolve issues related to assigned projects.  Provide progress reports to administration and leadership committees.  Communicate with all project participants and administrators.  Determine expectations for functional area and monitor and evaluate performance of team.

o   Ensure staff understand the importance of schedule management and the processes to effectively develop and manage project schedule throughout course of the project.

o   Actively and accurately manages schedules during project to enforce contract documents.

o   Provides expert advice on constructability impact in the formulation of schedules during design phase.

o   Provide regular schedule updates to administration and other interested parties.

o   Mentors and trains staff on schedule management techniques; conducts training as needed.

Education Required: Bachelors' degree in architecture, or similar field or equivalent level of education and experience. 

Experience Required: 7-10 years of directly related experience as noted below: 

Health Care Planning: Expert/Leader level experience to include extensive prior experience planning complex health care projects, strategic planning and analysis and development of all planning documents including test fits.

Effective Communications: Expert/Leader level experience which includes understanding of effective communication concepts, tools and techniques; ability to effectively transmit, receive, and accurately interpret ideas, information, and needs through the application of appropriate communication behaviors.

Planning and Organizing: Expert/Leader level experience which includes the ability to mobilizes both time and resources to get things done.

Budgeting: Expert/Leader level experience in Budgeting to include knowledge of, and ability to apply, policies and practices for planning and administering a budget.

Contracts Management & Administration: Expert/Leader level experience which includes knowledge of and ability to use the proper processes and practices for managing and administering a variety of contractual agreements.

Project Management: Expert/Leader level experience which includes; the ability to plan, organize, monitor, and control projects, ensuring efficient utilization of technical and administrative resources, to achieve project objectives.
