Position Summary

Develops, monitors, and maintains moderate to large operating accounts for industry and non-industry sponsored studies as a member of the University Pediatricians/CMU Clinical Research Institute. Develops revenue and invoice tracking spreadsheet for studies and forecast and analyzes expenditures and revenues to maintain financial control and accountability for major budgeting operation and clinical trial revenue.

Required Qualifications

Bachelor's degree from an accredited college or university with major coursework in business administration, accounting, finance, or a related field or a combination of education and experience that equates to four years.

Experience with interpreting and application of granting agency guidelines.

Reasonable knowledge of accounting, finance, or budgeting principles and practices.

Strong analytic and problem-solving skills.

Reasonable practical work experience with computer applications, computerized accounting systems, and spreadsheet design.

Ability to communicate effectively with others.

Excellent oral and written communication skills.

Ability to prepare varied and standard financial statements, reports, and analyses.

Ability to perform the essential functions of the position, with or without reasonable accommodation.

Preferred Qualifications

Sufficient knowledge and skill in financial analysis and budgeting.

Ability to participate in the analysis and development of financial data which includes budget control and forecasting.

Ability to handle financial details for many complex endowments, grants, clinical trials, designated and auxiliary cost centers.

Ability to review and approve a large dollar volume of expenditures, initiate budget transfers and maintain position control.

Comfortability in applying independent judgment in resolving a variety of problems which may arise.

Prior experience in position(s) such as Budget Analyst I, Accounting Specialist, Accounting Assistant/Sr., etc.

Experience with SAP.

Experience with clinical trial financial management.

Duties & Responsibilities

Reviews and authorizes large dollar volume expenditures and revenue collection to ensure budgetary appropriateness and fund availability.

Monitors and controls expenditures to ensure transactions comply with policies and procedures.

Prepares annual budget requests.

Assists and participates in budget submissions.

Forecasts and monitors expenditures and revenues to project funding requirements needed for efficient allocation of resources.

Performs variance analysis to identify inefficiencies regarding spending and collection practices.

Analyzes monthly accounting reports and project expenses and budget estimates.

Prepares spreadsheets to track invoicing and revenue for industry sponsored clinical trials.

Works closely with study coordinators to confirm subject visits.

Tracks revenue from studies and prepares fund transfer requests and submits them to CMU's Office of Finance for processing.

Oversees and participates in the maintenance of the position roster.

Initiates, authorizes and monitors budget transfers.

Reviews and grants budgeting approval of personnel actions; determines availability of budget funds necessary to maintain position and budget control.

Conducts deficit monitoring and clearance of endowments, grants, clinical trials, designated and auxiliary cost centers and indirect cost accounts; reviews and interprets financial, commitments.

Compiles statistical data and prepares detailed computerized financial reports and analysis necessary for budgeting and planning needs.

Maintains financial records and internal computerized databases used to generate a variety of ad hoc budget reports and tracking mechanisms.

Serves as resource and liaison to departmental administrators, principal investigators, outside vendors, and other officials to explain budget management procedures, granting agency guidelines, and University policies and procedures.

Reviews budgetary forms and documents to ensure adherence to established budgeting procedures and requirements as well as granting agency guidelines and regulations.

Provides functional supervision to subordinate clerical and technical personnel, including training on appropriate bookkeeping and accounting principles and methods.

Assists with purchasing and credit card reconciliation as needed.

Answers questions and resolves problems as needed.

Oversees and participates in special projects which involve generating management information reports and interfacing with various internal and external administrative offices and departments.
