Manager Data Governance

Position Summary: The Manager, Data Governance is responsible for establishing and maturing the policies, standards, frameworks, stewardship practices, and governance operating model needed to ensure enterprise data is trusted, consistent, responsibly managed, and fit for business use. This role leads data quality frameworks, ownership and stewardship models, data catalog and glossary standards, metadata governance, lineage and authoritative source definitions, master data governance, classification, privacy, retention, and compliance standards. The manager partners with Data Platform, Data Products, business domains, compliance, security, analytics, and executive stakeholders to advance enterprise data maturity and enable responsible, scalable use of data. 

Data Governance ensures trust and consistency by defining the rules, accountability model, quality practices, metadata standards, and cross-functional decision forums that guide data use across the enterprise. 

Position Responsibilities May include: 

• Lead, mentor, and grow a team responsible for enterprise data governance, data quality, metadata standards, stewardship enablement, and governance adoption. 

• Develop, maintain, and operationalize enterprise data governance policies, standards, procedures, and decision rights. 

• Establish and manage a data quality framework, including data quality rules, scorecards, monitoring practices, issue management, and remediation workflows. 

• Define the data ownership, stewardship, accountability, and escalation model across business domains and enterprise data functions. 

• Lead data catalog, business glossary, metadata standards, and governance practices that improve discoverability, consistency, and reuse. 

• Establish master data governance practices for key enterprise data domains, including standards for stewardship, definitions, quality, and lifecycle management. 

• Define expectations for data lineage, authoritative sources, certified datasets, and trusted data definitions. 

• Partner with privacy, legal, compliance, security, and records management teams to align data classification, privacy, retention, and compliance standards. 

• Facilitate governance councils, working groups, issue escalation forums, and cross-functional data decisions. 

• Create governance training, communication, adoption plans, and maturity measurement practices to make governance practical and sustainable. 

• Partner with Data Products to embed quality, cataloging, ownership, definitions, and governance requirements into product delivery. 

• Partner with Data Platform to ensure tooling, metadata capture, access controls, observability, and platform standards support governance needs. 

• Develop governance roadmaps, KPIs, scorecards, and executive updates that demonstrate progress and business value. 

• Drive a culture of accountability, trust, transparency, and continuous improvement around enterprise data. 

• Perform other tasks as assigned. 

Nature & Scope:

• Ensures work is aligned with the VP’s expectations, enterprise data strategy, goals, and operating model vision. 

• Accountable for implementation of policies, processes, and procedures that produce measurable short-term results while enabling long-term scale. 

• Decisions and problem-solving are guided by policies, procedures, business priorities, and approved roadmaps; escalates material risks and tradeoffs as needed. 

• Works on difficult to moderately complex initiatives requiring cross-functional coordination across IT, analytics, business domains, and external partners. 

• Provides guidance, coaching, development, and performance direction to direct reports and project team members. 

• Has authority to hire, recommend pay, establish performance expectations, and recommend corrective action or termination in alignment with company policy. 

• Level of signing authority established by company policy/guidelines. 

Knowledge & Skills:

• Strong knowledge of data governance frameworks, operating models, policies, standards, procedures, and stewardship practices. 

• Experience implementing data quality frameworks, rule management, scorecards, monitoring, issue management, and remediation processes. 

• Experience with data catalog, business glossary, metadata management, lineage, authoritative source definitions, and certification practices. 

• Understanding of master data management/governance concepts, domain ownership, reference data, and lifecycle management. 

• Familiarity with data classification, privacy, retention, compliance, access controls, and data risk management practices. 

• Ability to facilitate governance councils, drive cross-functional alignment, resolve data issues, and influence stakeholders without direct authority. 

• Ability to translate governance requirements into practical controls, adoption plans, training, metrics, and business-friendly guidance. 

• Excellent leadership skills; able to envision, develop, direct, manage, delegate responsibility and authority, and motivate a team. 

• Excellent verbal and written communication skills with strong business acumen and ability to translate technical concepts for executive and business audiences. 

• Demonstrates consultative leadership at the individual, team, and cross-functional stakeholder level. 

• Capable of communicating with people at all levels of organizations, internal and external. 

• Ability to communicate and inspire a team through accountability, delegation, recognition, and continuous improvement. 

• Ability to apply sound judgment, decision-making skills, strong work ethics, and integrity on the job. 

Experience:

• 8 years of work experience in data engineering

• 5 years of successful leadership experience through managing projects or teams

Education/Certification:

• Bachelor’s degree in Computer Science, Engineering, Mathematics, or a related technical field required. Master’s degree preferred. Equivalent practical experience will also be considered.
