Based in Laurel, Maryland, the Assistant Chief Engineer is responsible for hands-on building systems operations and the effective daily leadership and administration of the engineering function for the dedicated client. The Assistant Chief must ensure the highest level of professionalism while maintaining a commitment to the client’s goal of 100% uptime. Must be able to operate as a team member, support the Senior General Manager (SGM), organize, and prioritize multiple tasks and have strong customer service skills supporting a wide range of co-workers and contractors.

- Perform and oversee the operation, maintenance, and repair of all critical building systems, including:
- Fire & Life Safety systems: fire alarms, control panels, sprinklers, piping, and valves.
- Mechanical: building HVAC, computer room air conditioners, cooling tower, split systems, and energy management systems.
- Electrical: interior and exterior lighting, UPS, generators, transfer switches, and switchgear.
- Plumbing systems and components: toilets, urinals, lavatories, flush valves, water fountains, filters, sinks, drains, water heaters and all related piping.
- Complete and maintain documentation for all required periodic testing and certifications: Elevators, backflow preventers, fire alarm systems, sprinklers, and extinguishers.
- Ensure compliance with all regulatory laws and guidelines as they relate to the operation of the building’s infrastructure, including alerting management of discrepancies.
- Maintain all documentation necessary to sustain regulatory compliance with Federal, State and Local requirements.
- Ensure compliance with JLL’s Operational Compliance Program to include all documentation and submissions.
- Must respond urgently to all alerts by fire alarm systems, generator monitoring system and HVAC controls system.
- Manage equipment inspection and monitoring programs. Implement maintenance best practices to improve mechanical equipment uptime and maximize value and performance.
- Maintain and oversee the client’s maintenance management work ticket system.
- Maintain excellent client relations through prompt and courteous response to repair requests.
- Maintain an adequate inventory of tools and supplies to operate the building.
- Provide advance training and on-site supervision of all contractors with respect to building rules & regulations, access requirements and safety protocols.
- Identify safety hazards within the building, communicate as necessary to SGM and oversee approved remediation of such hazards to ensure that the buildings’ occupants work in a safe environment.
- Manage and administer established safety training programs.
- Manage and administer JLL’s property P-card program.
- Ongoing professional development via JLL’s MyLearning process.
- Work closely with SGM and client to develop capital plans.
- Ability to read and interpret engineering drawings and equipment manuals.
- Provide technical review, input and support for facilities projects including construction plan review, commissioning, and final acceptance, as applicable.
- Supervise, manage, and provide training and support aimed at expanding the capabilities of the operations staff. Duties include, but are not limited to: demonstrating the proper use and care of tools and instruments, providing hands-on instruction in basic maintenance, safety and troubleshooting procedures, and maintaining an overall level of professionalism in manner and appearance.
- Perform other duties as required to meet client’s objectives and act in other capacities when required.
- 24/7/365 availability to management team and client for emergencies.
- Occasional scheduled overtime and holiday work.
- U.S. Citizenship.
- High School Diploma or GED.
- Maryland Stationary Building Engineer License - required within the first 12 months following hire.
- CFC Universal Refrigerant Certification – required within the first 90 days following hire.
- Ability to work on roofs of buildings.
- Acceptable results from credit and criminal background checks.
- Ability to pass client’s and JLL’s drug and alcohol screening.
- Clean and valid driver’s license.
- The ability to initially provide one’s own consistent, reliable transportation. (Company vehicle may be available following probationary period.)
- Insurability by client’s automobile insurance carrier.
- Working knowledge of computer applications including Microsoft Office, CMMS, and EMS/BMS software.
- 5 years of experience working with commercial building operating systems and general building maintenance procedures.
- 3 years of maintenance management experience.
- Physical ability to operate electric hand tools, work on a ladder, lift and carry up to 70 pounds.
- Demonstrated excellent verbal and written communication skills.
- Proven record of excellent internal and external customer service.
