HR Manager / HR Business Partner – North America
Our client is a European-headquartered, family-owned production company with established and growing U.S. operations. We are looking for an experienced HR Manager / HR Business Partner to lead the HR function for the U.S. business.
This role sits at the intersection of local operational leadership and European HR governance. It combines hands-on ownership of payroll, compliance, and workforce administration with broader responsibility for building scalable HR structure to support future growth.
The HR Manager reports functionally to the CHRO in Belgium, ensuring alignment with Group HR standards and governance, while maintaining a dotted-line reporting relationship to the General Manager USA, acting as the primary HR partner to local leadership.
This is a build-and-scale mandate within an evolving U.S. organization. The company currently operates with a small permanent team and a predominantly agency-based workforce. As automation advances and U.S. growth ambitions accelerate, HR structure and workforce governance must mature accordingly.
This role operates with high autonomy and daily on-site presence. It is a hands-on leadership role with direct impact on compliance, workforce strategy, and organizational development in the U.S.
Key responsibilities
Strategy & HR Leadership
- Lead and develop the U.S. HR function in alignment with Group HR frameworks
- Act as HR Business Partner to the General Manager USA and local leadership
- Serve as the HR bridge between U.S. operations and European headquarters
- Translate Group HR policies into pragmatic and effective execution in the U.S. context
- Advise on workforce model evolution
HR Operations & Compliance
- Hold responsibility for payroll accuracy, HR administration, and employee documentation
- Ensure compliance with U.S. federal and state labor regulations
- Maintain a robust and audit-ready HR compliance environment
Workforce Planning & Talent
- Support workforce planning aligned with operational needs and automation strategy
- Lead recruitment and onboarding processes as direct employment grows
- Introduce structured performance management and talent development processes
- Build scalable HR processes to support future expansion
Agency Workforce Governance
- Act as primary HR liaison toward staffing agencies
- Introduce structure, monitoring, and KPIs for contingent workforce management
- Improve transparency on turnover, absenteeism, and workforce stability
- Support leadership in evaluating sustainability and risk of current workforce model
Experience & background
- 8-10 years of HR experience
- Strong operational HR foundation (payroll, compliance, employee relations)
- Experience in manufacturing or production environments preferred
- Exposure to international group structures combined with a hands-on mindset
- Experience with contingent workforce models is a strong plus
Skills & competencies
- Strong understanding of U.S. labor law and compliance
- Ability to act as a true HR Business Partner to senior leadership
