Overview
The Water Distribution Manager manages and directs the operations and maintenance of the water distribution system and supervises staff to meet all State, Federal and local regulations. Plans, coordinates, supervises and participates in the installation, maintenance and repair of the water distribution system. Develops specifications & bid documents, evaluates vendors, and oversees the day-to-day integration and training of newly implemented projects along with existing projects as assigned.
ESSENTIAL FUNCTIONS:
- Develops, implements, and manages the maintenance of the water distribution system and appurtenances.
- Manages overall emergency response to system failures.
- Maintains system infrastructure updates.
- Conducts performance reviews and implements disciplinary actions when required.
- Ensures regulatory compliance with regulatory agencies applicable to water distribution and personnel safety.
- Works with management, staff, and venders to implement programs and projects aimed at achieving the Authority’s short and long-term objectives.
- Supports other departments with research, field investigations and data analysis of distribution system issues.
- Develops overall planning, organization and management of all aspects of system maintenance and projects including budgeting, planning, and policy development.
- Compiles information and projections to aid in the preparation of annual budget requests. Monitors established budget and utilizes authorized budgetary and purchasing procedures.
- Oversees the preparation of plans and specifications, studies, cost estimates, and material procurement.
- Provides technical services to support the construction, installation, repair, and maintenance of utility infrastructure.
- Provides oversight for contracted projects, services, and purchases. Regularly inspects work sites to ensure progress and compliance with standards of quality and contract terms and conditions.
- Provides or coordinates staff training; work with employees to correct deficiencies.
- Maintains cooperative relations with all personnel. Attends meetings, conduct research, compile information, and complete special projects and various reports.
- Implements safety awareness programs in accordance with Authority policy, State and Federal guidelines. Instructs employees on safety standards, precautionary procedures and departmental policies and procedures.
- Maintains regulatory compliance files and reviews as required by TDEC.
- Performs other duties as assigned by supervisor.
REQUIRES KNOWLEDGE, SKILLS, ABILITY AND MINIMUM QUALIFICATIONS:
- An Associate’s Degree in Water Resources or related field. A Bachelor’s degree is preferred.
- Six years of water system experience required in field operations.
- Grade II Distribution System Operator Certification.
- Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with people.
- Considerable knowledge of the safety practices and general methods, materials and equipment used in utility design, construction, repair and maintenance.
- Knowledge of the Federal, State and local regulations governing utilities construction, operations, management and reporting requirements.
- Skill in effectively communicating ideas and concepts orally and in writing.
- Skill in the use of office equipment and technology, including computers and related software, and the ability to master new technologies.
- Ability to critically assess situations, solve problems, work effectively under stress, within deadlines, and in emergency situations.
PHYSICAL DEMANDS AND WORK ENVIRONMENT
The employee in this position is frequently required to talk or hear and use hands and fingers. In the course of inspecting utility projects, the employee is occasionally required to stand, walk, stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move items of light weight. Specific vision abilities required by this job include good vision and the ability to see color.
While performing the duties of this job, the employee works in a business office setting but is also regularly required to work in the field to inspect and direct projects. While on project sites, the employee is occasionally exposed to fumes or airborne particles, outside weather conditions and moving mechanical parts and/or machinery. The noise level in the work environment is usually quiet, but may become loud on project sites.
Pay: $73,000.00 - $90,000.00 per year
