This role will be a dedicated resource to JGM’s Director of Construction Management and driving East Coast pursuits across multiple market sectors, with an emphasis on public-sector clients in New York State, New York City, and New Jersey. The ideal candidate brings strong proposal execution skills combined with an understanding of the NYNJ capital improvement and public agency landscape.

Key Responsibilities:
Business Development & Client Relations
- Support strategic business development efforts, including pre-positioning initiatives and capture planning, particularly for transportation, infrastructure, and education sector pursuits in the NYNJ region.
- Assist in identifying short- and long-term teaming opportunities with prime consultants and subconsultant partners.
- Track and help drive pre-positioning activities with agencies and teaming partners, supporting relationship development and long-term market growth.
- Foster and leverage relationships with clients, public agencies, and teaming partners to support competitive positioning in the NYNJ market.
- Prepare subconsultant RFIs as requested by teaming partners and agencies, including resumes, project qualifications, marketing materials, and required forms.
- Support the overall management of the full life cycle of JGM proposals including RFPs, RFQs, and RFIs, encompassing pre-qualification requirements, data collection, coordination, and distribution for prospective clients and consultants.
- Collaborate with project managers and technical staff to storyboard technical qualification sections; review and edit narratives for clarity, compliance, and messaging tailored to specific agency requirements.
- Write, edit, and coordinate cohesive proposal content, including legal forms and cost/fee proposals, and manage final production and delivery (electronic and hard copy), ensuring all deadlines are met.
- Communicate effectively and collaborate with Marketing/BD team members, technical leads, and cross-functional stakeholders.
- Monitor progress of assigned tasks and provide regular status updates to supervisors.
- Follow established processes and consistently utilize internal tools for task management and coordination.
- Bachelor’s degree in marketing, Business Administration, Communications, or a related field.
- 5–10 years of experience in proposal management and/or business development within the A/E/C industry, preferably supporting public-sector clients.
- Demonstrated familiarity with the NYNJ regional market, including knowledge of New York State (NYS), New York City (NYC), and New Jersey (NJ) public procurement processes, RFP/RFQ requirements, and capital improvement programs.
- Working knowledge of agencies such as NYSDOT, NYC DOT, MTA, PANYNJ, NJDOT, NJ Transit, DASNY, DDC, SCA, or similar state, city, and bi-state authorities is strongly preferred.
- Experience supporting proposals, capture planning, and pre-positioning efforts for transportation, infrastructure, education, or public works projects in the NYNJ region.
- Strong organizational skills and excellent written and verbal communication abilities.
- Proficiency with computer graphics, proposal production, and marketing software.
- Ability to work collaboratively in a deadline-driven environment with multiple concurrent pursuits.
Salary : $75,000 - $85,000
