Technical Program Manager (On-Site & TS/SCI)
Primary Place of Performance: Bellevue, NE
Mandatory Requirements: Top Secret Clearance, SCI Eligible

JFL Consulting is currently seeking a Technical Program Manager to lead and manage complex technical projects across cybersecurity, IT, and research and development environments. The Technical Program Manager will be responsible for creating and maintaining program plans, managing people, resources, overseeing technical deliverables, tracking program milestones, and ensuring that projects are completed on time, within scope, and within budget. The ideal candidate will possess strong technical expertise, project management skills, and the ability to bridge the gap between technical execution teams and senior leadership.
Duties to Include but not limited to:
- Lead planning, execution, monitoring, and closing of technical projects across multiple workstreams.
- Ensure technical aspects of the program are technically sound and completed in appropriate timelines.
- Create and manage integrated project schedules, ensuring milestones are aligned with client requirements and organizational goals.
- Coordinate technical teams across cybersecurity, systems engineering, and research and development efforts.
- Develop and deliver program documentation, including status reports, risk assessments, project plans, and executive briefings.
- Interface directly with government customers, ensuring requirements are captured, expectations are managed, and deliverables are met.
- Manage project budgets and resource allocations in coordination with finance and operations teams.
- Proactively identify risks, issues, and dependencies, and implement mitigation and corrective action plans.
- Utilize Microsoft Project, Jira, SharePoint, Unanet, and other project management tools to monitor program performance and generate reports.
- Ensure compliance with contractual obligations, cybersecurity regulations, and project management best practices.
- Lead internal program reviews and prepare technical and financial briefings for government PMOs and internal leadership.
- Collaborate closely with cyber operators, system administrators, engineers, and analysts to ensure technical solutions meet customer operational needs.
- Support contract modifications, extensions, and proposal development by providing technical input and project data.
Required Skills and Qualifications:
- 8 years of technical program management experience, leading medium-to-large projects in federal government, DoD, or cybersecurity/IT environments.
- Strong understanding of cybersecurity, networking, systems engineering, or R&D technical environments.
- Solid understanding of project financial management, including budget tracking, resource planning, and forecasting.
- Skilled in stakeholder engagement, with the ability to communicate effectively with technical teams, executives, and clients.
- Experience with risk management, scheduling, and resource management best practices.
- Ability to manage multiple concurrent projects and competing priorities under tight deadlines.
- Strong analytical, problem-solving, and organizational skills.
- Excellent written and verbal communication skills, including experience preparing and delivering executive-level briefings.
- Familiarity with Agile, Scrum, or Waterfall project management methodologies.
Required Education and Experience:
- Bachelor’s degree in Computer Science, Engineering, Information Systems, Business Administration, or a related field.
- In lieu of degree direct operational experience may bre substituted on a case by case basis.
- IAT Level III as defined and described in DoDD 8570.01, 8570.01-M, 8140.01-03 and as amended.
Preferred:
- Master’s degree in a related field.
- PMP (Project Management Professional) certification
- Scrum Master Certification (CSM or equivalent)
- PMI-ACP (Agile Certified Practitioner)
- Additional Cyber Security certifications as defined by DDoDD 8570.01, 8570.01-M, 8140.01-03 and as amended
