START (Systemic, Therapeutic, Assessment, Resources, and Treatment) employs a positive approach to build upon an individual’s strengths to fortify experiences, ambition, character, and abilities. These services promote person-centered approaches and training for persons, families, and caregivers using positive approaches and other therapeutic tools.


The Clinical Supervisor plays a vital leadership role in the START Program, which provides trauma-informed, person-centered crisis prevention and intervention for individuals with intellectual and developmental disabilities (IDD) and co-occurring behavioral health needs. Grounded in positive psychology and strength-based frameworks, START services aim to stabilize individuals through comprehensive system linkages, family engagement, and therapeutic coordination.


The Clinical Supervisor provides clinical supervision and program oversight to START Coordinators, ensuring delivery of high-quality behavioral health services that promote resiliency, autonomy, and inclusion. This role emphasizes collaborative system partnerships and ongoing staff development and requires clinical leadership during crisis and non-crisis interventions.



Responsibilities:

Clinical Supervision & Program Support

  • Provide daily clinical oversight and reflective supervision to START Coordinators, including support with triage, case planning, and therapeutic decision-making.
  • Lead structured weekly/monthly supervision, monitor performance metrics, and implement individualized professional development plans.
  • Support staff in achieving and maintaining all required certifications, including START Model certification.

Service Coordination & Systems Integration

  • Ensure timely and effective cross-system collaboration with behavioral health, developmental disability, medical, emergency, and social service systems.
  • Oversee the development and implementation of Cross-Systems Crisis Prevention and Intervention Plans (CSCPIPs) and other person-centered planning tools.
  • Attend interdisciplinary team meetings and represent the START program in system-level discussions and community forums.

Crisis Response & Clinical Leadership

  • Participate in 24/7 on-call crisis response rotation: respond telephonically within one hour and face-to-face within two hours when needed.
  • Provide clinical support during emergency situations, ensuring safety, trauma-informed response, and debriefing processes are followed.

Documentation & Quality Improvement

  • Review clinical documentation, including assessments, crisis plans, intervention outcomes, and service records, ensuring compliance with START Information Reporting System (SIRS) and agency EMR standards.
  • Monitor service fidelity and contribute to ongoing quality improvement initiatives in partnership with the National Center for START Services (NCSS).

Direct Clinical Support

  • Maintain a small, active caseload (~5 individuals) during initial onboarding. Following certification, provide short-term case support during staff transitions, crises, or training periods.

Training & Professional Development

  • Provide training for START Coordinators to learn their role and maintain program fidelity.
  • Facilitate education and training for START Coordinators and system partners in trauma-informed care, behavioral health interventions, and START Model principles.
  • Attend relevant clinical conferences, CEU trainings, and professional workshops to maintain expertise in dual diagnosis and crisis intervention.


Qualifications:

  • Master’s degree in Social Work, Counseling, Psychology, or a related human services field (licensure preferred).
  • Minimum of 3 years’ clinical experience with individuals with IDD and co-occurring behavioral health challenges.
  • At least 3 years of supervisory experience, preferably in behavioral health, developmental disability services, or crisis intervention.
  • Certification as a START Coordinator (or ability to obtain within 12 months).
  • Strong organizational, communication, and team leadership skills.
  • Familiarity with trauma-informed care, positive behavior supports, and systems of care approaches.
  • Valid PA Driver’s License and access to reliable transportation.
  • Successful completion of all required background checks.

The base salary for this position ranges from $68,000 - $72,000 annually. Base pay is one part of the Total Compensation that JEVS Human Services provides to recognize employees for their work.
