Serves as the Administrative Officer (AO) for the Logistics Service in the Loma Linda VA Health Care System (LLVAHCS) and supported catchment area. The position has administrative responsibility, and oversight for the Logistics programs and activities across the full jurisdiction of the health care system. The AO coordinates and implements all the administrative activities of the service. The position reports directly to the Facility Chief Supply Chain Officer (CSCO).

Qualifications:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/20/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS-7 grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7 level. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Analyzed data from multiple clinical and administrative systems to support program operations and decision-making.
  • Evaluated program effectiveness and applied administrative policies, regulations, and organizational knowledge to improve processes.
  • Collaborated with service-level offices and applied administrative management principles in budgeting, procurement, property, HR, and space planning.

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree; OR possess 2 full years of progressively higher-level graduate education leading to such a degree; OR possess LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

  • Combination: Applicants may also combine education and specialized experience to qualify at this level. Only graduate education in excess of 1 year may be used to qualify applicants for positions at grade GS-9.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary and is usually accomplished while the employee is comfortably seated at a desk or table. Some physical demands such as standing, walking, bending, and lifting (up to 40 pounds) is required. Physical exertions including stretching, reaching, and pulling or pushing carts occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets.

Responsibilities:

Major duties include, but are not limited to the following:
  • Establishes internal procedures to secure adequate control in terms of deadlines, progress reports, and directives and uses own initiative in developing procedures which will increase the general flow of information and overcome bottlenecks in the administrative process
  • Reviews and updates all Standard Operating Procedures (SOP) related to property management, GIP and/or related information systems, and warehouse/distribution functions
  • Maintains working knowledge of the Personnel Identity Verification (PIV) badging system and coordinates clearances and access for all Logistics visitors and contractors as necessary
  • Advice the Chief and Supervisors regarding procedures, laws, regulations and policies dealing with workforce diversity, recruitment, merit promotion, employee and labor relations, employee career development, human resources training, and other human resources related activities
  • Complete and reviews reports; analyze trends, timeliness of processing actions, and status of numerous actions and identifies deficiencies or discrepancies; recommends improving efficiency of processing actions and solutions to eliminate recurrence of unfavorable conditions
  • Manages budget formulation and execution for a changing budget of administrative expenses involving different funding sources, and participates with managers in reviewing needs, plans, and goals to develop budget data and justification for review and approval
  • Prepares budget estimates based on historical information and identifies need for changes; Interacts and negotiates on adjustments or reprogramming of funds in support of major program changes or requirements
  • Prepares procurement requests, evaluates proposals for work, and serves as a Contracting Officer Representative (COR) for procurement and a variety of complex contracts, while also maintaining procurement and contracting records
  • Coordinates the administrative aspects of office moves, office construction, and other facility improvements including furniture, equipment, telephones, and short-term storage
Performs other related duties as assigned.
