GENERAL SUMMARY AND POSITION PURPOSE
Conducts research on potential funding sources and grant opportunities for maintenance or expansion of
Tribal programs and services. Coordinates planning, organization, preparation, and administration of
grants. Monitors grants to ensure compliance with grant requirements and established policies,
procedures, and regulations.

MINIMUM QUALIFICATIONS
- Bachelor’s degree in English, communications, public administration, business administration,
- Three (3) years of progressively responsible experience in grant development, grant administration,
- A combination of relevant education and related work experience may be considered.
DUTIES, FUNCTIONS, AND RESPONSIBILITIES

- Identifies and researches corporate, foundation, and government sources of funding.
- Meets with program staff to determine funding needs and departmental goals; explores potential
- Coordinates planning and preparation of grant proposals according to established proposal
- Provides technical assistance and guidance to staff in planning, preparation, policies, regulations,
requirements.
- Provides assistance to program directors in preparing comprehensive budget justifications.
- Assists program directors in compiling and producing integrated grant submissions and reporting
- Maintains complete and accurate database of grant program requirements.
- Creates and distributes standard and special reports, studies, summaries, and analyses as
- Provides monthly grant reporting to the CFO for Tribal Council reports.
- Monitors and coordinates the administration of post-award grants to ensure compliance with
- Monitors grant-funded programs for compliance with federal, state, tribal, and funding agency
- Conducts periodic reviews of grant activities, expenditures, documentation, and reporting
- Regularly executes the drawdown of funds from grant portals.
- Coordinates and supports grant-related audits, monitoring visits, and compliance reviews.
- Maintains documentation necessary to demonstrate compliance with grant requirements and
- Develops and maintains a library of reference documentation including funding agency
- Interfaces with grant agencies and Tribal Management System personnel to ensure
Management System policies and operating procedures governing Personnel, Finance, Contracting,
Administration, Records, Facilities, Property, Workplace Health & Safety and other administrative
functions of the Tribal government.
- Assists departments in developing procedures and internal controls to support grant compliance
- Maintains and updates the SEFA on a continuous basis throughout the year.
- Recommends and/or takes corrective actions when fiscal, contracting, administrative, or
- Identifies potential compliance risks and recommend mitigation strategies to Tribal leadership and
- Builds and fosters effective working relationships with others using tact and diplomacy.
- Prepares comprehensive and concise verbal and written reports, to assist department leadership,
- Enhances professional growth and development through participation in seminars, educational
- Performs other duties as required or assigned.
MINIMAL BASIC REQUIREMENTS FOR EMPLOYMENT AT JBCI
- Must be at least twenty-one (21) years of age
- Must possess a valid driver’s license and clean driving record
- Must have reliable transportation
- No felony or theft convictions
- Must submit to a criminal background and fingerprint check in compliance with the Louisiana Child
KNOWLEDGE, SKILLS & ABILITIES
- Knowledge of traditional form of government and tribal customs and traditions.
- Knowledge of department organization, functions, objectives, policies, and procedures.
- Knowledge of applicable federal, state, and local laws, regulations, and requirements, including the
applicable federal and state laws regarding tribal operations and its' sovereigns, reservation
boundaries, and jurisdictions.
- Knowledge of managing federal contracts and grants and have working knowledge of the Indian Self
- Knowledge of federal grant compliance requirements, including Uniform Guidance (2 CFR Part 200).
- Knowledge of grant reporting, monitoring, auditing, and record retention requirements.
- Knowledge of internal controls and compliance best practices.
- Knowledge of policies and procedures of grant administration.
- Knowledge of federal, state, and/or community funding sources.
- Skill in operating various word-processing, spreadsheets, and database software programs in a

PHYSICAL DEMANDS
While performing the essential functions of this job, the employee regularly is required to sit; use hands
to manipulate, touch, or grasp objects and materials; reach with hands and arms; and talk or hear. The
employee occasionally is required to stand; walk; and lift up to 25 pounds. Close vision ability is
required.
WORK ENVIRONMENT
Work is generally performed in an office setting with a moderate noise level. Evening and/or weekend work
may be required. Tight time constraints and multiple demands are common. Travel may be required for
training, meetings, conferences, presentations, and other events.
