POSITION: Deputy Superintendent for Instructional Support 

 

IMMEDIATE SUPERVISOR: Superintendent 

 

FLSA STATUS: Exempt 

 

EMPLOYMENT TERM: Minimum 261 days annually, pursuant to WV Code §18-5-45; extended employment terms may be established by JCBOE 

 

SALARY: Pursuant to WV Code §18A-4-2, in accordance with Jefferson County Salary Schedule, commensurate with experience and education level to include stipend.   

 

EVALUATION: Performance in this position will be evaluated by the Superintendent and in accordance with WV State Code §18A-2-12, WV State Board Policy 5310, and JCBOE Evaluation Policy 

 

JOB SUMMARY: The Deputy Superintendent for Instructional Support is responsible for supervising Jefferson County School’s instructional support programs. Serves as a strategic advisor to the Superintendent and senior leaders with respect to instructional programs within the school system  Serves as the direct supervisor to all building principals in Jefferson County Schools.  Assists JCS department leaders with developing programs that are relevant and supportive of student academic achievement 

 

DEPUTY SUPERINTENDENT OF INSTRUCTIONAL SUPPORT RESPONSIBILITIES:  

  • Provides experienced leadership assistance in support of the Superintendent for the development, promotion, and implementation of the district’s priorities, objectives, and improvement efforts  
  • Provides district-wide direction, coordination, and leadership in the areas of curriculum, instruction supervision, building administration, testing, and athletics 
  • Supervises the identification, collection and reporting of appropriate performance data related to all instructional programsIncluding preparation of reports, records, and similar documentation appropriate to the administration of the school district and/or required by the Superintendent  
  • Provides leadership and assistance in the development and implementation of the budget process as it pertains to curriculum & instruction 
  • Assists and facilitates communications with both internal and external school groups  
  • Promotes Jefferson County Schools by keeping community members informed and interacting positively with the community, civic leaders, and various business groups  
  • Responsible for student and parent grievances 
  • Identifies “target projects” for instructional improvements and makes recommendations for processing the improvements  
  • To coordinate, facilitate and lead the student transfer process within Jefferson County Schools 
  • Attends all regular and special meetings of the Board of Education and executive sessions when requested by the Superintendent  
  • Interprets the educational program of the school district to the Board of Education, the professional staff, and the community in concert with the Superintendent  
  • Keeps abreast of changes and developments in education and uses this knowledge constructively in the areas of teaching and learning, curriculum, and school administration 
  • Makes recommendations to the Superintendent for program and policy changes  
  • Conducts district-wide research and develops a system of program evaluation as needed to inform implementation decisions 
  • Represents the Superintendent on all commissions, councils, and committees as assigned  
  • Keeps the Superintendent informed regarding all state instructional mandates, regulations, requirements, etc  
  • Performs such other tasks and responsibilities as may be assigned by the Superintendent of Schools

  • Master’s degree in education, educational administration or a related field required 
  • Demonstrated leadership ability in instructional management, budgeting, curriculum planning, staff development, legal matters, supervision of instruction, and personnel management  
  • The ability to analyze complex data, identify problems, plan strategic initiatives, and monitor their implementation to achieve measurable results 
  • Ability to work cooperatively with diverse groups  
  • Strong communication, public relations, and collaborative skills to work effectively with administrators, teachers, parents, community members, and JCS BOE members.   
  • Knowledge of federal and state funding, grant programs, regulations, and laws  
  • Research, organization, development, and planning skills required  
  • Must possess experience supervising adult educators. 
  • Must possess excellent interpersonal, communication and organizational skills.  
  • Must possess the ability to establish and maintain effective working relationships with employees at all levels of the division to include administrators and teachers.   
  • Collaborative problem-solving skills and the ability to work with cross-functional internal and external partners in multiple locations.  
  • Demonstrated team leadership, coaching and group facilitation skills.  
  • A commitment to supporting diversity of thought, practice and personnel

Specific vision abilities required by this job include close vision such as to read handwritten or typed material, the ability to adjust focus. The position requires the individual to meet multiple demands from several people and interact with the public and other staff members. 

 

WORK ENVIRONMENT The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Most commonly, the educational setting is indoors. The noise level in the work environment is low to moderate (20-60 dB). Exceptions include gymnasiums as well as vocational/technical laboratories where the noise levels may be moderate to loud (60-90 dB).
