Job Summary
The Executive Director / Recycling Coordinator develops, recommends, and implements solid waste and recycling management programs, policies, budgets, and objectives; and acts as a liaison between county government, municipalities, and the general public. The Executive Director / Recycling Coordinator reports directly to the Solid Waste Authority Board.
Education / Experience
· Bachelor’s degree in environmental science, business or related field with 2 years of experience in a comparable position or related field or a combination of education and experience.
· Valid drivers license with history of safe driving.
· Ability to interpret local, state, federal regulations governing municipal solid waste and recycling operations and the municipal authorities act.
· Leadership and supervisory experience.
Job Responsibilities
· Manage the daily operations of the Authority including the drop off recycling program.
· Administration of the financial affairs of the Authority including the handling of all funds, accounting and reporting procedures.
· Prepare annual operating plan and budget for approval by the Solid Waste Authority.
· Establish and maintain inter-municipal relationships with key municipal and public officials.
· Establish and implement systems of reporting activities and progress to local officials to ensure continued support.
· Develop proposals to various public and private funding sources to support solid waste and recycling projects.
· Prepare grant applications and implement grants.
· Administer various solid waste and recycling programs.
· Coordinate all bidding functions for purchases and contracts.
· Manage contracts and agreements of the Solid Waste Authority
· Prepare required reports in a timely manner.
· Maintain the records of the Solid Waste Authority as required by any law
· Monitor county waste disposal agreements with landfills.
· Manage annual hauler registration.
· Develop and maintain program material on various solid waste management and recycling programs for distribution to the public.
· Develop and provide/present education on solid waste and recycling programs to municipal officials, schools and the public.
· Provide technical support to local units of government in developing and implementing solid waste and recycling programs and projects.
· Provide analysis of proposed solid waste management and recycling proposals to determine feasibility and community applicability.
· Manage the Solid Waste Authorities benefits and insurances.
· Implement all policies and procedures adopted by the Solid Waste Authority Board.
· Make recommendations to the Solid Waste Authority board on staffing needs and requirements.
· Prepare and present financial reports and other information to the Solid Waste Authority board at the monthly board meeting.
· Supervisor Solid Waste Authority staff.
· All other duties and responsibilities as assigned by the Solid Waste Authority Board of Directors
Knowledge, Skills, and Abilities Required
· Must be able to speak and understand the English language.
· Computer skills including Windows and Microsoft Office.
· Strong written and verbal communication skills, including social media.
· Detail oriented and attentive to time sensitive tasks and reports.
· Ability to communicate and work effectively with governmental agencies, public officials and the general public.
· Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-20 pounds). Tasks may involve extended periods of time at a keyboard or workstation.
