Professional Accountant /Accountant III (Serving Payroll)

SALARY:
Pursuant to WV Code 18A-4-8a, in accordance with Jefferson County Salary Scale Professional plus Tier III Salary Equity Stipend.


EVALUATION
: Performance in this position will be evaluated annually by the immediate supervisor and in accordance with WV State Code 18A-2-12.


Job Summary:
Supports all accounting activities while providing important services within the Finance Department. The Accountant III (Payroll) independently plans and prioritizes work to meet the needs of payroll preparation, processing and follow-up. The position serves an important role of high-level support for the Sr. Accountant and Payroll Supervisor. Will observe all payroll schedule timelines to ensure all employees are paid timely, accurately, and within local, state, and federal laws as applicable.


Performance Responsibilities:

  • Performs the administrative functions in the processing of the semi-monthly payroll cycle for all employees of Jefferson County Schools.
  • Uses autonomy with fielding questions concerning payroll issues and other Finance related matters.
  • Responsible for maintaining current and accurate knowledge of the West Virginia laws and regulations as they relate to the accounting practices, Jefferson County Schools policy, and procedures performed by the Finance Department and its school assigned subsidiaries. Perform all administrative functions to ensure FLSA compliancy. Assures that all salaries, wages, benefits, and the like are computed and paid in accordance with and conforms to the federal and state laws, in addition to the Jefferson County Schools Policies.
  • Maintains spreadsheets containing employee and employer taxes withheld on each payroll including 941 taxes and all state withholding taxes.
  • Responsible for creating and maintaining employee pay assignments, including certification upgrades, college hours, and experience changes.
  • Maintains athletic and school-based stipends on employee pay assignments and stipend spreadsheet.
  • Oversee accuracy of account codes and data entry of regular employees, supplemental pay, and substitutes.
  • Create and enter adjusting journal entries related to payroll changes.
  • Performs other duties and responsibilities as assigned.

Performance Expectations and Standards:

  • Identifies, retrieves, enters, and interprets data from West Virginia Education and Information System (WVEIS) for the detection and identification of discrepancies as related to all payroll issues.
  • Provides high level administrative support to all Principals/Administrators as the liaison for the Department of Finance regarding payroll issues.
  • Observes assigned work schedule, maintains punctuality and accuracy for all work in the department, complies with and reviews county/school policies, proper accounting practices, and completes tasks assigned with minimum supervision.
  • Maintains and updates reports from the West Virginia Education Information System (WVEIS) as required.


Public and Employee Relationship:

  • The employee must demonstrate discretion and confidentiality in addressing issues brought to the Finance Department through any communicable means.
  • The employee must exhibit an unbiased attitude toward fulfillment of the goal/initiatives of the Jefferson County School Board and the Office of Superintendent.
  • The employee must act as an agent of the Jefferson County Schools in all matters of communications and services provided by the Finance Department.
  • The employee must be willing to adjust work hours to meet the needs of the department, the assigned duties of the job, or the direction requested by the Superintendent.


Qualifications:


To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.   • Bachelor’s degree in accounting or business administration with a minimum of 24 college credit hours in accounting related courses preferred.
  • At least five years of experience working in an accounting office with strong MS Excel skills required.
  • Must have the ability to obtain WVDE certification as a Professional Accountant.
  • Must be able to work in fast-based, high-volume environment with demonstrated ability to handle multiple competing tasks.
  • Excellent attention to detail and time management.
  • Effective verbal and written communication skills.
  • Knowledge of WVEIS and WVDE reporting requirements preferred.
  • Excellent interpersonal skills for working effectively with county administrators and all school personnel.

The noise level in the work environment is usually moderate. The position requires the individual to meet multiple demands from several people and interact with the public and other staff members.


Some travel and overnight stays may be required with this position.
