Summary
The Business Manager provides daily management of the fiscal status, grants, contracts, and budgets of the Sheriff and provides administrative assistance to the Sheriff. This position is also responsible for the maintenance of the department data systems, is the public records liaison and is the department HIPAA privacy officer.
Distinguishing Characteristics
This position works under the direct supervision of the County Sheriff. The Business Manager works independently and must exercise professional judgment on a daily basis to assure revenues and billing for programs the department implements or administers.
Essential Duties
- Administrative assistant to the Sheriff.
- Supervises front office clerical staff.
- Regular attendance is an essential function of the position.
- Analyzes previous year’s budget, State projections and department’s needs for coming Fiscal Year in order to prepare the Fiscal Year Budget each year.
- Daily monitoring, maintaining and reconciliation of all grants and county general funds received by the department.
- Interprets state and federal rules and regulations for use of funds.
- Monitors expenditure of funds and submits reimbursement requests to finance department.
- Completes, faxes and mails required grant reports quarterly and annually. Enters information on database and mails signed originals. Manage grant applications & reporting in accordance with County grant policy.
- Reconciles fund projections to general ledger monthly when reports received from finance.
- Maintains budget accounting structure; inputs corrective and deposit entries, assist with cash flow management.
- Develops and maintains monthly financial statements.
- Assists in the preparation of personal services agreements and contracts and develops forms and structures within federal state and county guidelines in consultation with County legal counsel.
- Analyzes past procedures, consults with Sheriff and county finance to determine needs regarding accounting policies and procedures relating to internal and external operations and relating to the monitoring of grant funds.
- Responsible for keeping current with HIPAA rules and regulations and relating same to appropriate department staff and Sheriff.
- Performs other duties as assigned that support the overall objective of the position.
- General office operations, fax, phone, meet public, operation of specialty equipment.
- Has a basic understanding of Human Resources concepts relating to FMLA/OFLA/PLO,
- Workers’ Compensation and CBA grievance procedures.
- Participates in collective bargaining sessions.
- Shares all office personnel files with the County Human Resources Department.
- Administers timekeeping/timesheets for personnel at the Sheriff’s Office.
Qualifications
Knowledge and Skills
Knowledge of basic accounting principles and practices. Knowledge of accounting software, especially Excel or equivalent, Quick Books and Access. Proficient in computer setups and network systems. Basic knowledge of county budget and budget process.
Abilities
Ability to work independently without direct supervision, and to work cooperatively with a work team. Ability to monitor and maintain multiple projects and programs.
Physical Abilities
The ability to sit at a computer screen using rapid finger, hand and arm movement. The ability to stand, walk, bend, stop, kneel or crawl when necessary and the ability to lift, push or pull up to 30 pounds occasionally.
Education and Experience
Bachelor’s degree in accounting or business management or five (5) years experience in bookkeeping/accounting and responsibility for program or project monitoring and coordination, and two (2) years of contract review and monitoring.
Licenses and Certifications
A valid Oregon Driver’s License with an acceptable driving record.

Working Conditions
Work is performed indoors and outdoors where some safety considerations exist from physical labor and handling of light-to-medium weight, yet awkward materials.
Probationary Requirements
This position is based on the successful completion of a twelve-month probationary period.
