Description
Jefferson County is seeking a Human Resources Business Partner Senior to serve as a subject matter expert with broad expertise in pay structure, benefits, pay compliance and policy, and job classifications within public sector (compensation and classification) to join our Total Rewards Team. This role partners closely with internal and external stakeholders to align workforce and business strategies while e meeting the needs of the organization. A key focus of this position is supporting the County’s compensation and classification programs while working as a team to provide consulting services with all levels of the county’s organizational structure
This position works on a team to perform market benchmarking and analysis for individual positions and job series, assist in maintaining pay and job data, providing data-driven recommendations to support pay decisions and organizational effectiveness while meeting the unique operational needs across the organization. Responsibilities include editing and refining classification descriptions, responding to third-party compensation surveys and data requests, provide guidance on best practices, support program enhancements and process improvement initiatives while ensuring the integrity of compensation data and best practices.
Schedule
This position has a flexible, hybrid schedule to be negotiated with supervisor based on developing needs.
Compensation
Hiring Range: $81,000 - $85,000 USD Annual
Compensation will be determined based on education, experience and skills.

This role may also perform lead work over other staff for the delivery of various classification and compensation projects such as assigning projects, reviewing work, and providing guidance and input on best practices.

Essential Duties
The Compensation and Classification Human Resources Business Partner Senior will conduct complex research and analysis to develop classification and compensation solutions and recommendations that support the Jefferson County’s compensation philosophy. This role may also perform lead work over other staff for the delivery of various classification and compensation projects such as assigning projects, reviewing work, and providing guidance and input on best practices.
- Edit and revise existing classification descriptions to ensure they accurately describe the work performed and the education and experience required to successfully perform the work. Ensure descriptions are compliant with legal requirements and do not create adverse impact.
- Participate in or conduct classification studies that have department wide or county wide impact. Develop classification series or models to meet organization needs and to support attraction, retention, and growth opportunities.
- Participate in or conducts compensation studies to ensure like pay for like work and alignment with market as defined by county policies and practices.
- Conduct research and review of employee pay in support of equal pay for equal work. Present findings and make recommendations to management on issues and resolution opportunities.
- Maintain and revise survey benchmark jobs and internal alignment database. Enter and edit data in Workday.
- Respond to third party survey and data requests for organizations including local organizations, Employer's Council, Department of Labor (DOL) and Equal Employment Opportunity Commission (EEOC).
- Research annual state and Federal minimum wage changes and provides recommendations and associated costs to management.
- Deliver presentations to various groups on classification and compensation studies and related organizational and fiscal impacts.
- Share compensation and classification information and knowledge with team.
- Performs other duties as assigned.

Minimum Qualifications
- Education: Bachelor’s degree in Human Resources, Business Administration, Public Administration, or a related field
- Experience: Three (3) years of compensation experience, including interpreting and applying compensation policies, procedures, classification structures, and applicable employment laws and regulations. Experience must include conducting compensation analyses, market studies, salary benchmarking, job evaluations, pay recommendations, and classification reviews.
- Five (5) years of more of Comp experience
- Public sector or government HR experience
- Professional certification such as SHRM-CP/SHRM-SCP, PHR/SPHR, or CCP
- Experience working with HRIS systems (e.g., Workday) and compensation survey tools
- Experience conducting market studies, job evaluations, and developing or maintaining classification structures
- Strong analytical skills with the ability to interpret data, identify trends, and make sound recommendations
- Knowledge of federal and state employment laws related to compensation, including equal pay requirements
- Knowledge of compensation principles, job evaluation methods, and pay equity concepts
- Strong written and verbal communication skills with ability to present data to varied audiences
- Ability to provide candid, solution-oriented guidance and recommendations while remaining flexible and supportive of final decisions.
- Strong interpersonal and teamwork skills with the ability to collaborate effectively in a dynamic work environment.
- A valid Colorado driver’s license is required for positions that drive on County Business in either a county or personal vehicle within 30-days of hire or beginning to serve as an intern or volunteer.
