Human Resources Analysts within the Merit System perform paraprofessional human resources activities, and duties can vary widely, depending on the department and Agency to which they are assigned. They receive, review, and process human resources requests from management and employees within the Agency. Human Resource Analysts provide guidance and information to the Agency’s management and employees on various human resources subjects and perform confidential and high-level administrative work. The work of a Human Resources Analyst is performed with high levels of autonomy and requires substantial human resources knowledge related to the hiring/onboarding process, the employee grievance process, compensation, benefits, etc. Human Resources Analysts may also conduct special studies, assignments, or projects, including researching and analyzing data to assist management with making Human Resources-related decisions. The work of a Human Resource Analyst is distinguished from that of a Human Resource Technician in that the former is performed with greater autonomy and scope. Human Resources Analysts serve in an advisory role to the Agency’s management and employees on various human resources issues, while Human Resources Technicians perform more administrative and process-oriented work in support of the activities performed by Human Resources professionals.
