The successful new hire or rehired candidate will be responsible to complete and incur the fingerprinting and processing fee of $57.50 through an appropriate fingerprinting vendor and the Colorado Bureau of Investigation, within 48 hours of offer acceptance.

SUMMARY Provide management of the District's 24/7/365 Emergency Services Dispatch Center, to include development, implementation, and oversight of Standard Operating Procedures, and the management of all department technology and equipment; supervise Emergency Services Dispatchers; and maintain liaison with JEFFCOM911, 8 law enforcement agencies, 13 fire, districts, internal departments and schools. Responsible for coordinating the emergency communications protocols for 145 schools across the District.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Provide direct supervision of Emergency Services Dispatchers including scheduling, resolving questions, coaching, disciplining, disseminating information, assigning and reviewing work, and completing performance appraisals.

Develop, implement, and monitor Standard Operating Procedures for Emergency Services Dispatchers.

Develop and sustain positive working relationships with first responder agency dispatch centers.

Facilitate the monitoring of access control systems to District facilities.

Review and approve reports, records, and activity logs.

Manage and administer departmental technology, equipment and systems including: Card Access and video surveillance systems Security Systems as well as Security Information Systems (SIS), Fire monitoring system, and a future CAD system.

Manage and administer the Department's two-way radio system and ensure compliance with Department procedures, FCC regulations, and contractual obligations.

Act as a liaison with Alarm Trades Technicians and Facilities Department on issues related to alarm service, maintenance, and repair, and assist in resolving security and fire alarm monitoring issues and/or problems.

Aid school administrators in addressing and resolving site safety and security issues, and coordinate response to security related issues with the Executive Director, Principals, and District leadership.

Assess subordinates' training needs and make appropriate training program recommendations.

Ensure training is received and attendance/performance is satisfactory.

In partnership with the Executive Director, coordinate District security matters with law enforcement, fire, and emergency services providers.

Respond to after-hours pages and phone calls; make decisions on notifications to administrators and executives.

Act on behalf of the Executive Director in his/her absence in coordinating an appropriate initial security response in the event of an emergency/crisis.

Be available during scheduled on-call periods and respond promptly and in-person to critical incidents or emergencies district-wide, providing leadership, direction, and support to staff and first responders.

Respond to critical incidents as a leader of the district's safety and security team, following district protocols and emergency response procedures.

Perform other duties as assigned.

EXPERIENCE 5 years of experience in dispatch, school security or law enforcement; safety and security technology; systems and equipment, including 2 years' experience in supervision.

EDUCATION AND EXPERIENCE Bachelor's degree required. Preferred field of study of emergency management or criminal justice. Additional years of experience may be accepted in lieu of degree.

CERTIFICATES, LICENSES, REGISTRATIONS Certification in National Incident Management System (NIMS) Incident Command System (ICS) and Professional Development Series required. Driver's license required with good driving history required. Subject to random/post accident/reasonable suspicion drug and alcohol testing.

KNOWLEDGE, SKILLS AND ABILITIES Knowledge of school district safety and security operations, including emergency response protocols, incident command principles, and coordination with law enforcement and first responders. Knowledge of applicable laws, regulations, and standards related to school safety, use of force, student privacy, and employee conduct. Knowledge of risk assessment, threat management, and prevention strategies in educational settings. Skill in leading and supervising staff; planning, organizing, and evaluating safety and security operations; and coordinating responses during incidents or emergencies. Skill in clear written and verbal communication, conflict management, de-escalation, and crisis leadership consistent with district protocols. Ability to exercise sound judgment; manage multiple priorities; adapt to changing conditions; and remain composed and effective under pressure.

SPAN OF CONTROL Directly supervises ten (10) employees in the Security Department. Positions supervised include Emergency Services Dispatchers. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems.

PHYSICAL REQUIREMENT Ability to perform work in a variety of environments, including office settings and active school, campus, and field locations. Requires the ability to stand, walk, sit, and move about facilities for extended periods; operate a motor vehicle; and occasionally climb stairs, bend, stoop, kneel, crouch, and reach. Must be able to respond physically to emergency situations, including rapid movement to and within school sites, prolonged standing or walking during incidents, and the ability to physically intervene or provide assistance as required by district protocols. Requires sufficient visual, auditory, and physical acuity to observe conditions, operate equipment, communicate effectively, and safely carry and use required equipment, including firearms and ballistic vests, consistent with training and certification requirements.

MENTAL REQUIREMENTS Ability to plan, direct, and evaluate safety and security operations and exercise sound judgment in applying policies, procedures, and legal requirements in daily decision-making. Requires sustained attention and concentration and the ability to manage multiple priorities. Ability to make effective decisions under pressure during critical incidents, including assessing rapidly evolving situations, identifying risks, prioritizing response actions, and directing emergency response activities. Requires the ability to remain calm and effective in high-stress, time-sensitive, and emotionally charged situations; process information quickly; and respond appropriately in accordance with district protocols and emergency response procedures.

WORK ENVIRONMENT Work is performed primarily in a semi-secured office building, with frequent presence at elementary and secondary school campuses and other district facilities. Regularly requires regular travel throughout the county in a district-issued patrol vehicle to support operational oversight, site visits, meetings, and incident response. Work may occur during normal business hours as well as evenings, nights, weekends, or holidays as required to support safety operations and emergency response activities. Expected to respond to critical incidents and emergencies as required. The work environment may include exposure to stressful or emergency situations, inclement weather, and varied indoor and outdoor conditions.
