PRE-EMPLOYMENT REQUIREMENT

The successful new hire or rehired candidate will be responsible to complete and incur the fingerprinting and processing fee of $54.50 through an appropriate fingerprinting vendor and the Colorado Bureau of Investigation, within 48 hours of offer acceptance.

RESPONSIBILITIES

SUMMARY Responsible for the management and administration of District Capital Funded Programs and all construction projects throughout the district. This position will have a direct impact on the Facilities and Construction Management departments' success at managing the quality, cost, and schedule of facilities and construction projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Oversee improvements to District buildings including schools, and support sites.

Participate in development of short and long range Capital Plans.

Oversee the preparation of departmental and program budgets for review and approval by the Executive Director and Finance Department.

Participate in the procurement and selection of consultants, contractors, and vendors in accordance with District policies and regulations relating to capital programs.

Oversee design and construction activities to determine adherence to scope, Educational Specifications, Technical Guidelines, quality, schedule, and budget.

Prepare for Executive Director's review Board of Education agenda items and supporting documentation for action on capital program contract awards and budgets.

Coordinate and confer with the District legal counsel and Executive Director on departmental legal matters. Review with Executive Director legal/contractual issues and documents from contractors, subcontractors, and vendors.

Prepare and deliver construction and financial status updates for stakeholder committees.

Collaborate with other Department Directors to deliver student-centric results.

Perform other duties as assigned.

EXPERIENCE 7 years experience in public building construction including 5 years' experience in K-12 Capital programs or equivalent public-sector Capital Improvement Programs (CIP).

EDUCATION AND TRAINING Bachelor's degree in architecture, engineering, construction management, or a related field required. Advanced degree preferred.

CERTIFICATES, LICENSES, REGISTRATIONS Bachelor's degree in architecture, engineering, construction management, or a related field required. Advanced degree preferred.

KNOWLEDGE, SKILLS AND ABILITIES Comprehensive understanding of facilities management, maintenance operations, and/or capital construction projects. Knowledge of federal, state, and local building codes, safety regulations, construction processes, contract law, state education and finance law, public finance, and environmental standards. Familiarity with budgeting, financial management, and cost control related to facilities and construction projects. Knowledge of contract management, procurement processes, and vendor negotiations. Strong project management skills, including scheduling, workflow optimization, and compliance tracking. Ability to manage multiple projects and priorities in a fast-paced environment. Advanced working knowledge of Microsoft Excel as well as working knowledge of Visio, Kahua, and Microsoft Project scheduling software.

SPAN OF CONTROL Directly supervises Senior Project Managers, Project Controls Manager, Program Accounting Supervisor; indirectly supervises project managers and support staff. Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Responsible for both budget development and accountability.

PHYSICAL DEMANDS Ability to focus on objects at varying distances and distinguish between colors (with corrective lenses). Perform tasks that require manual dexterity, including operation of computers & small office equipment. Basic mobility and the ability to navigate the office environment safely. Ability to speak clearly, listen attentively (with assistance devices), and convey information accurately. Must be able to lift, carry, and move objects and equipment up to 50 pounds unassisted, and heavier with assistance or mechanical aids. May be required to give presentations to groups.

MENTAL FUNCTIONS Ability to analyze complex situations, identify potential risks, and devise effective solutions. Ability to remain flexible in dynamic environments, adjusting plans and strategies as necessary to accommodate changing requirements or circumstances. Ability to effectively communicate and collaborate with other teams. Ability to manage time and priorities to meet deadlines.

WORK ENVIRONMENT Work is performed in a semi-secured office building with a typical office environment and risk factors. Employee will occasionally visit school sites in operation, offices, transportation hubs, shops, and construction sites for inspections and consultation. Risk of injury due to auto accidents while traveling to sites. During construction site or shop visits, may be exposed to physical hazards including inclement weather, uneven terrain, hazardous materials, chemicals, electrical shock, moving large vehicles, tools and equipment actively being used by others, and stacked construction supplies. Must wear personal protective equipment (PPE), adhere to posted signage and safety protocols, and follow directions of the construction site or shop foreman regarding safety.
