Associate Vice President, Disability Services

The AVP, Disability Services is charged with driving and implementing JCFS Chicago’s vision for a fully inclusive Jewish and Chicago community open to individuals with intellectual /developmental disabilities (I/DD) with the goal of optimizing autonomy and independence in making life choices. 

 This individual will have responsibility for overall strategy, program development and execution of plans. They will direct or have dotted-line oversight and management responsibility for service provision to ensure an integrated array of individualized, tailored services for our target population. The AVP, Disability Services will ensure coordination of internal residential supports programs, employment services, case management, mental health, habilitative, legal advocacy and social/recreational services, as well as leveraging all available external resources to meet these goals. 

Success will be measured in terms of existing program growth and stability, development of new programs/services as well as through successful development of strong collaborative relationships externally to leverage all community resources in pursuit of this vision. 

Knowledge, Skills and Abilities:

Building Infrastructure 

  • Assess current capabilities and unmet community need to identify program enhancement and new development opportunities 
  • Ensure sufficient infrastructure reflective of the long-term commitment the agency makes to its consumers of service 
  • Establish cross-functional case management services that ensure individual, person-centered planning and support for each client. 
  • Lead a team charged with managing an array of existing programs and coordinate seamlessly with programs across JCFS. 
  • Stimulate growth of the Agency’s Residential Support services to provide an array of housing options from 24/7 CILA through independent living options. 
  • Working with career and employment services, expand the Agency’s capacity to provide Meaningful Day opportunities for clients including social/recreational opportunities, volunteer opportunities, personal skills development and employment support. 
  • Develop leadership and management strength in pursuit of a strong succession plan across the service array. 

 Leveraging Resources 

    •  Leverage internal cross-functional resources including mental health and career services to respond to client-focused service needs.
    • Build alliances with outside agencies and service providers to support individual client’s needs. Build concierge or resource navigation capabilities to help clients identify needed resources or service providers.
    • Develop effective, efficient and collaborative relationships with Chicago area Communal Services Agencies, both Jewish and beyond the Jewish community. 

      Ensuring High Impact Service Delivery 

    •  Work closely with the Continuous Quality Improvement department to measure, monitor and ensure strong clinical and related program outcomes for those we serve.
    • Focus on client satisfaction in meeting person-centered goals as a key program component. 

      Financial Sustainability 

    •  Identifies and captures diverse funding streams for services and programs, including fee-for- service to ensure long-term viability of programs and services. 
    • In partnership with Resource Development team, supports solicitation of both annual and endowment giving to maximize philanthropic support.
    • Maintains strong relationship with Jewish Federation/Encompass to ensure consistent communication support. 

    Requirements:

    • Bachelor’s Degree in Behavioral Health, Psychology, Health/Administration or related field from an accredited College/University or equivalent experience.
    • Demonstrated leadership in multi-service health and human services environment.
    • 8 plus years of relevant experience working with individuals with intellectual or developmental disabilities.
    • 5 plus years of increasingly responsible management experience in disability services including program development, financial management and strategic planning.
    • Experience in developing and executing varied revenue models designed to ensure high quality of care and long-term sustainability of programs and services. 

         Preferred:

        • Master's degree in behavioral health, Psychology, Health/Administration or related field from an accredited College/University or equivalent experience.
