The primary purpose of this position is: To serve as a first level supervisor providing planning, directing, organizing, and exercising control over subordinate employees assigned to the wing/center Inspector General (IG) office.

Qualifications:

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Support Positions, General Inspection Investigation Enforcement and Compliance Series 1801

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of a wide range of complex inspection, investigation, enforcement, and/or compliance principles, concepts, and practices; as well as knowledge of Public Laws, Executive Orders, DoD Regulations, Air Force Instructions, administrative and legal procedures, and other decisions/standards related to agency activities and IG programs sufficient to conduct interviews, inspections, and investigations to analyze the nature of the complaint and specific issues to be addressed. Knowledge of Air Force, MAJCOM, and wing/center/installation program goals and objectives; IG functions, operations, policies, procedures, and practices; the sequence and timing of key operational events and milestones; and the relationship of various installation entities involved in overall program planning and execution of military operations and evaluations. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of complex inspection, investigation, enforcement, and/or compliance principles, concepts, and practices; as well as knowledge of Public Laws, Executive Orders, DoD Regulations, Air Force Instructions, administrative and legal procedures, and other decisions/standards related to agency activities and IG programs sufficient to conduct interviews, inspections, and investigations to analyze the nature of the complaint and specific issues to be addressed.
2. Knowledge of Air Force, MAJCOM, and wing/center/installation program goals and objectives; IG functions, operations, policies, procedures, and practices; the sequence and timing of key operational events and milestones; and the relationship of various installation entities involved in overall program planning and execution of military operations and evaluations.
3. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures.
4. Skill in assessing program needs to accomplish goals and objectives, evaluate program status, and recommend or implement solutions for improvement.
5. Ability to plan, organize, and direct the functions and staff of an organization; and to analyze, plan, and adjust work operations to meet program requirements and objectives within available resources.
6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing; as well as using tact and diplomacy during difficult circumstances to advise/inform on complicated, sensitive, and occasionally controversial issues.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

  • Plans, directs, and manages the activities of the wing/center Inspector General office, ensuring that programs comply with legal and regulatory requirements and meet the needs of the organization.
  • Exercises supervisory personnel management responsibilities for a military and civilian staff. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
  • Serves as the Commander's secondary advisor on Air Force Complaints Resolution and Fraud, Waste, and Abuse (FWA) programs. Counsels the Commander on actions related to the Complaints Resolution process (to include complaints against senior officers/management officials).
  • Oversees the operation and management of Self-Assessment, Exercise, and Inspection programs. Makes technical and executive decisions that direct short-, mid-, and long-term activities of the Inspector General.
  • Represents the Inspector General office and programs with a variety of wing/center and functional areaorganizations. Establishes, develops, and maintains effective working relationships with all organizations,commanders, senior military and civilian leadership, representatives from higher headquarters IGs, other militaryservice IGs, and external agencies.
