The primary purpose of this position is: To serve as a AFRBA Case Analyst, by providing case analysis to the Air Force Review Boards Agency (AFRBA), Case Resolution Directorate. To serve as a primary subject matter expert for the 10 statutorily directed boards conducted on behalf of the Secretary of the Air Force (SECAF) and two on behalf of the Secretary of Defense.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a mastery of advanced management and program analysis principles, concepts, qualitative and quantitative analytical methods, evaluative techniques and knowledge of the substantive programs, policies, and procedural frameworks of the agency, including their interrelationships with the broader military justice and personnel systems to analyze appeals and evaluate how decisions and actions made by other entities impact the agency's mission and objectives.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Qualifications:

- Knowledge of quantitative and qualitative analysis techniques and management principles applicable to military personnel programs in order to modify standard practices, adapt guides, or make departures from previous approaches to solve a variety of programmatic problems.
- Knowledge of a broad range of military personnel program relationships and/or significant depth of knowledge and expertise in one or more specific programs to modify standard practices, adapt guides, or make departures from previous approaches to solve a variety of problems.
- Knowledge of the organization, mission, functions, and operations of the DoW and DAF, to conduct analyses and evaluate the effectiveness of its personnel review programs.
- Skill in analyzing a wide variety of military personnel data systems and data processing functions, techniques and capabilities to identify trends, errors, and inequities.
- Skill in written and oral communication to present complex analytical findings, justify recommendations, and deliver comprehensive briefings to a variety of audiences and ability to analyze complex and often conflicting information to develop integrated solutions to difficult programmatic problems.
- Ability to guide and advise decision-making bodies (e.g., Board members) by providing clear, concise, and factual analytical documentation necessary for a fair and equitable determination and ability to research, interpret, and apply laws, regulations, and guidelines to develop or revise regulations and policies.

Responsibilities:
- Serves as a Case Analyst for the Air Force Review Boards Agency (AFRBA). Applies an extensive knowledge of military personnel policies, procedures, and regulations to serve as a subject matter expert on the adjudication of military records corrections. Conducts comprehensive analyses of complex case files, which include military personnel records, court-martial transcripts, medical records, Department of Veterans Affairs documentation, and evidence submitted by the applicant or their counsel.
- Serves as a program analyst and reviewer across the boards and councils of the Air Force Review Boards Agency (AFRBA), Assistant Secretary of the Air Force, Manpower and Reserve Affairs. Adhere to the full body of relevant U.S. Code and Department of War and Air Force Instructions. Implements the multiple adjudicative complexities and rule sets associated with military records correction, discharge characterizations, disability determinations, clemency provisions, and liberal consideration policies.
- Communicates orally, in writing, or face-to-face with intra/inter- agency officials at all echelons regarding analytical findings to resolve adjudicative issues and ensure due process. Maintains liaison with Federal, Department of War, U.S. confinement facilities, U.S. Parole Commission, U.S. Probation Offices, Air Force Court of Criminal Appeals, Office of the Judge Advocate General, Congressional Offices, and other Federal agencies for the purpose of verifying and obtaining information on Federal and military policy and procedures.
