Primary Purpose:
Oversee the operation of several or all districtwide divisions. Support the superintendent in all areas of administrative decision-making and work toward achieving those decisions.
Qualifications:
Education/Certification:
Master’s degree in education, business administration, or equivalent
Valid Texas superintendent certification or terminal degree
Special Knowledge/Skills:
Knowledge of district-level division operations
Knowledge of school law and hearing procedures
Knowledge of educational philosophy, research, strategies, laws, and policies
Knowledge of curriculum and instruction theory and practical application
Skill in leading efforts to design, implement, measure, and improve educational programs and services

Ability to manage budget and personnel
Strong communication, public relations, and interpersonal skills
Experience:
4 years of successful administrative and leadership experience in education
Major Responsibilities and Duties:
District Management
- Provide organizational leadership to assigned departments as directed by the superintendent.
- Assist the superintendent in the daily operation of the school district.
- Serve as acting superintendent in the superintendent’s absence.
- Develop, recommend, implement, and evaluate long-range plans and projects as directed by the superintendent.
- Work with CFO/Executive Director on budget preparation for assigned departments and schools and make recommendations to the superintendent.
- Oversee forecasting of student enrollment and personnel needs for schools and assigned areas, and make recommendations to the superintendent.
- Oversee the development and implementation of school safety plans.
- Incorporate district-level goals into operational objectives to ensure that students arrive at school and school activities safely and on time; and attend school in an environment that is safe, clean, and conducive to learning.
- Collaborate with architects and consultants during the design and planning phases of all construction projects to ensure compliance with the district’s specifications, design and construction standards, and building programs. Monitor the progress and compliance of ongoing construction projects.
- Implement federal and state laws and regulations and local board policy and ensure compliance. Stay abreast of state and federal public policy changes that could impact the district.
- Attend board meetings and make presentations when appropriate and/or requested.
- Comply with policies established by federal and state law, State Board of Education rule, and local board policy.
- Compile, maintain, file, and present all reports, records, and other documents as required.
- Ensure all district safety protocols and emergency procedures are in place and followed as required by TEA and state law.
- Establish and administer guidelines for JISD facility rentals.
- Supervise the operations and functions of the JISD Maintenance Department. Support and provide administrative direction for the following facilities and maintenance functions: coordination with new construction, oversight of capital improvements to existing facilities, transition, and school plant operations.
- Ensure that the school plant and facilities are properly maintained and that adequate provision is made for the safety of students, employees, and other users of school facilities.
- Monitor district property, casualty, and workers’ compensation loss experience to ensure that appropriate risk management and loss control strategies are employed.
- Review facilities plans and construction management policies to ensure they meet district needs and comply with state requirements and board policy.
- Supervise the operations and functions of the JISD Transportation Department. Support and provide administrative direction for transportation functions, such as bus and auto fleet management, communicating with district insurance carriers and risk manager, establishing and adjusting routes and coordinating numerous schedules.
- Supervise the operations and functions of the District Health Services. School Health Advisory Committee.
Policy, Reports, and Law
- Work with the Executive Director of Curriculum to develop, maintain, and use information systems and records necessary to show progress on performance objectives that address academic excellence indicators, campus improvement plans, and district long-range plans.
- Ensure implementation and compliance of policies established by federal and state law and State Board of Education rules, and local board policy.
- Ensure administration is aware of developments and changes in state, federal, and local laws affecting education.
- Work with JISD Administration to develop and implement the Jasper ISD Student Code of Conduct and the student handbook using the model provided by TASB in accordance with school policy and the Texas Education Code.
- Work with JISD administration to develop the discipline matrix enabling each campus administration to respond on a consistent basis while using the JISD Code of Conduct. Provide support services for campus administrators, interpreting matrix procedures as necessary.
- Ensure district and campus threat assessment teams are in place and following required practices and reporting.
- Establish and implement truancy guidelines, which adhere to existing regulations outlined by the Texas Education Code as well as local and state agencies.
- Establish and monitor safety and security procedures outlined in the JISD Emergency Operations Plan and lead District School Safety and Security Committee meetings.
- Oversee the District’s safety management plan and procedures.
- Implement all laws/policies required for school safety.
- Support and provide administrative direction for the district police department.
- Facilitate the grievance process following board policy.
Personnel Management
- Supervise the operations and functions of the Human Resource Department.
- Conduct investigations related to allegations of misconduct or impropriety by district staff as requested by the superintendent.
- Oversee the assignment or reassignment of personnel.
- Oversee employment contracts administration and contract renewals.
- Select, train, evaluate, and supervise department staff and make recommendations relative to assignment, retention, discipline, and dismissal.
- Develop training options and improvement plans for department staff to enhance the effectiveness of department operations.
- Coordinate and facilitate the development of the TIA process. Gather and submit information and data for TIA purposes.
- Supervise, evaluate, and recommend the hiring and firing of professional and non-professional staff.
- Serve as the District Title IX Coordinator.
Communication and Community Relations
- Facilitate communication and collaboration among assigned department personnel, district personnel, and campus administrators to enhance service delivery, program development, and customer satisfaction.
- Demonstrate awareness of district and community needs and initiate activities to meet those needs.
- Represent the superintendent and district before school and community groups and governmental bodies as requested.
- Hear concerns and complaints and direct them to the proper personnel following the chain of command.
- Advise and provide information to the superintendent’s staff, district administrators, campus administrators, the district’s legal counsel (as directed), the Board of Trustees (as directed), and others as necessary.
