Computer Systems Analyst (Junior / Intermediate / Senior)
Position Overview
The Computer Systems Analyst supports the analysis, design, implementation, and optimization of complex, large-scale information systems within Department of Defense (DoD) environments. This role evaluates business and technical requirements, works closely with end users and technical teams, and develops system solutions to improve efficiency, performance, and data management. The position spans multiple levels of responsibility based on experience, education, and technical expertise.
Key Responsibilities
All Levels
- Analyze, design, and implement information systems and business applications
- Evaluate existing systems to determine suitability and effectiveness in meeting operational requirements
- Collaborate with end users, stakeholders, vendors, and programmers to define system needs and solutions
- Design information system solutions to improve efficiency, accuracy, and operational effectiveness
- Translate user and business requirements into technical specifications for system development
- Support database design, data management, and information storage/retrieval solutions
- Assist in testing, validation, and refinement of system functionality
Junior Level Responsibilities
- Support analysis and design of business applications on large-scale systems under supervision
- Assist in gathering and documenting user and system requirements
- Help evaluate system performance and identify areas for improvement
- Assist in developing system specifications for programmers
- Support database management concepts and basic system design tasks
Intermediate Level Responsibilities
- Independently analyze and design business applications for complex systems
- Develop detailed system specifications for coding, testing, and debugging activities
- Apply knowledge of database management concepts and data storage/retrieval methods
- Evaluate system performance and recommend improvements
- Coordinate with users, vendors, and technical teams to implement system solutions
- Ensure systems align with operational and mission requirements
Senior Level Responsibilities
- Lead analysis and design of enterprise-level information systems
- Define system architecture, data strategies, and integration approaches
- Develop advanced specifications for complex software development efforts
- Provide technical leadership in database design, data management, and system optimization
- Advise stakeholders on system modernization and enterprise IT strategy
- Oversee system evaluation, testing, and implementation activities
- Mentor junior and intermediate analysts
Minimum Qualifications
Education
- Junior: Bachelors degree (BA/BS) from an accredited college or university
- Intermediate: Masters degree (MA/MS/MBA) from an accredited college or university
- Senior: PhD from an accredited college or university

Substitutions
- Additional years of experience may substitute for degree requirements as follows:
- Intermediate: 7 additional years of experience may substitute for degree requirements
- Intermediate: 3 additional years of experience plus BA/BS may substitute for MA/MS/MBA
- Senior: 6 additional years of experience plus BA/BS, or 3 additional years plus MA/MS/MBA may substitute for PhD
Experience
- Junior: 4 years in analysis and design of business applications on large-scale systems within a DoD environment
- Intermediate: 6 years in systems analysis and design, including database management and data architecture within a DoD environment
- Senior: 12 years in systems analysis and design, including advanced database management and enterprise system architecture within a DoD environment
Required Knowledge & Skills
- Experience with large-scale, complex information systems
- Strong understanding of database management concepts and data architecture
- Knowledge of system design, integration, and lifecycle development
- Ability to develop technical specifications for software development teams
- Familiarity with data storage and retrieval methodologies
- Strong analytical and problem-solving skills
- Ability to translate business requirements into technical solutions
- Strong communication skills for working with technical and non-technical stakeholders
- Experience working in DoD or similarly complex enterprise environments
