Key Responsibilities
Strategic Leadership
· Develop and execute HR strategy aligned with property goals, workforce planning, and long-term growth.
· Serve as a trusted advisor to executive leadership on organizational design, talent strategy, and performance management.
· Drive a high-performance culture rooted in accountability, consistency, and service excellence.
Employee & Labor Relations
· Lead all team member relations matters, ensuring consistent, fair, and legally compliant practices.
· Oversee labor relations strategy, including union engagement, contract interpretation, and grievance resolution.
· Provide clear guidance to leaders on disciplinary actions, investigations, and terminations.
· Ensure proper administration of union security provisions, Beck rights, and related compliance requirements.
Talent Acquisition & Workforce Planning
· Oversee recruitment strategy for all levels, including executive and critical roles.
· Ensure effective workforce planning aligned with operational demands.
· Improve time-to-fill, quality of hire, and retention outcomes.
Compensation, Benefits & HR Systems
· Lead compensation strategy, including market benchmarking, pay equity, and merit programs.
· Oversee benefits administration and broker relationships to ensure competitive and cost-effective offerings.
· Ensure effective implementation and optimization of HRIS systems (e.g., Dayforce, UKG or similar)
Compliance & Risk Management
· Ensure compliance with Tribal, Federal, and applicable State employment laws.
· Oversee HR audits, investigations, and documentation standards.
· Maintain policies and procedures aligned with regulatory and operational requirements.
Leadership Development & Culture
· Develop and implement leadership training programs focused on:
o Accountability
o Performance management
o Team member engagement
· Drive initiatives that strengthen culture, retention, and team member experience
· Partner with leaders to elevate performance and address capability gaps.
Operational Execution
· Ensure HR operations are efficient, responsive, and aligned with business needs.
· Ensure HR service delivery meets expectations of a 24/7 operation.
· Ensures Jamul Casino Resort operates with the discipline, structure, and culture required to compete at the highest level. This role directly impacts team member performance, guest experience, and overall business results.
Qualifications
Required
· Bachelor’s degree in human resources, Business Administration, or related field
· 10 years of progressive HR leadership experience
· 5 years in a senior HR role within a large, complex organization
· Experience in union and non-union environments
· Strong knowledge of employment law, labor relations, and HR compliance
· Proven ability to influence executive leadership and drive organizational change.
· Demonstrated ability to lead high-performing teams in a fast-paced, high-volume environment.
· Excellent communication, leadership, and decision-making skills.
· Proficiency in Microsoft Office and casino management systems.
· Maintains strict confidentiality in all departmental and company matters.
· Must be able to obtain and maintain all required gaming licenses.
Preferred
· Experience in casino, hospitality, or gaming industry
· Experience working in a Tribal organization.
· Master’s degree or HR certification (SPHR, SHRM-SCP)
