State Accountants ensure accurate, efficient, and compliant fiscal operations at the State level through oversight of financial transactions and records; preparation of comprehensive and accurate reports; establishment and maintenance of internal controls, policies, procedures, and programs; and development, maintenance, and enhancement of automated financial information systems. State level encompasses or impacts operations of agencies across all branches of state government, and may also include schools, counties, municipalities, or other organizations.

This level manages state accountant work ensuring accurate, efficient, and compliant fiscal operations in one or more fiscal oversight function(s) at the State level. This level is distinguished from previous levels by managing the following: reconciliation and approval of statewide financial transactions, records, and reports; establishment and maintenance of internal controls, policies, procedures, and programs; or development, maintenance and enhancement of automated
financial information systems and training.

Required And Desired Knowledge, Skills, And Abilities
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
- Two years' experience in financial project management such as planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on the status of financial services or related automated financial information systems project, design, development or implementation.
- One year of experience in governmental accounting with the oversight of financial reporting and internal controls OR one year of experience in the oversight of a financial management system application.
- One year of experience in conducting statistical analysis, internal control reviews, or preparing financial statements such as balance sheets and profit and loss statements or risk assessments to identify risks, variances, trends, and discrepancies and recommending improvements based on findings.
- One year of experience in developing and evaluating internal controls, financial policies or procedures.
- Coursework, training and/ or work experience in staff supervision which may include performing as a lead worker overseeing the work of others.
- Knowledge of operating requirements of automated financial management system(s) and the consequences of system modifications and enhancements.
- Skill in providing technical guidance and consultation on complex matters, requiring subject matter expertise in a fiscal oversight function(s).
- Skill in defining and documenting how system functionality, services, upgrades and enhancements meet business requirements.
- Skill in conducting statistical analysis, internal control reviews, or risk assessments to identify risks, variances, trends, and discrepancies.
- Skill in recommending improvements, enhancements or modifications.
- Ability to plan, schedule, assign, delegate, and monitor the work of a project team.
