DESCRIPTION OF SERVICES:
Fiscal Associates perform paraprofessional fiscal and general office support work for the State’s financial operations such as accounting, bank or tax examinations, cash collections, cash management, financial analysis, timekeeping or payroll. Employees apply bookkeeping principles and practices to record, review and process a variety of financial transactions, records and documents and maintain required files. Work includes verifying codes and other information, classifying, calculating, computing, recording, posting, reconciling, summarizing and reporting on financial data. Primary work is transactional in nature and includes entering, updating, modifying, deleting, retrieving and reporting on data in automated information systems and computer software, and gathering information for higher-level staff. Work also includes answering procedural inquiries, preparing correspondence and distributing documents, requiring the use of standard office equipment.
REQUIRED AND DESIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Possession of an Associate's degree or higher in Accounting or related field, or
Six months' experience in processing accounting, auditing or payroll transactions following applicable laws, rules, regulations, standards, policies and procedures.
Six months' experience in determining compliance of financial transactions with required documentation, computations, codes, signatures, rules or regulations.
Six months’ experience in preparing financial reports such as combining and presenting financial data from multiple sources in an organized format.
Skill in applying bookkeeping principles and practices to record, review and process a variety of financial transactions, records and documents.
Skill in applying laws, rules, regulations, standards, policies and procedures applicable to assigned financial support area.
Skill in using computer software and automated information systems to enter, update, modify, delete, retrieve and report on data.
Skill in resolving problems within established procedures, practices and standards.
Skill in performing basic mathematical calculations.
Ability to establish and maintain effective working relationships with a variety of people.
Ability to resolve processing issues independently and escalate as appropriate.
Ability to provide on-the job training, guidance and direction to staff
JOB DUTIES AND RESPONSIBILITIES:
Reviews forms and source documents such as bills, receipts, invoices, claims, or service contracts to complete purchase orders; conforms accuracy, completeness, required documentation and approvals in compliance with applicable procedures, practices and standards.
Verifies or determines correct classification and coding of transactions.
Uses commercial and proprietary automated information systems and computer software to enter, update, modify, delete, retrieve and report on data.
Uses standard formulas to perform and verify calculations; monitors balances and identifies and reports discrepancies.
Creates and maintains financial records, documents and files.
Prepares reports and summaries on the status of accounts or other financial data.
Participates in recommending changes to internal procedures, forms, or process enhancements.
Gathers and compiles data for higher-level staff.
Performs general office work and functions as assigned such as preparing correspondence and distributing documents.
May perform payroll entries and process payroll in automated information systems.
Delivers excellent customer service to internal and external customers and the public in person, electronically, or by written communication.
Communicates and interacts effectively with people across cultures, ranges of ability, genders, ethnicities, ages, and races.
HOURS OF OPERATION: 40 hours per week, Monday through Friday (excluding federal holidays).
PRIMARY PLACE OF PERFORMANCE: This position is a statewide opportunity within Delaware. Candidates from any part of the state are encouraged to apply.
